Effect Of Household's Policy Cognition On Cultivated-land Protection Behavior In Major Grain Producing Area

Households,as the main body to use the cultivated land directly and also the direct beneficiaries of cultivated land protection,their cognition of farmland protection policy directly decides the farmland protection behavior.The development of major grain-producing areas plays an important role in safeguarding national food security,promoting regional coordinated development and driving farmers' income.In recent years,with the rapid development of new urbanization and the continuous promotion of land circulation by the state,a large number of young and middle-aged farmers are moving to the cities,and the level of non-agricultural farmers has gradually increased.So,to study the influence of farmland protection policy cognition on farmland protection behavior of farmers in major grain-producing areas is conducive to perfecting land protection policy and improving the implementation effect of farmland protection.The paper is based on the theory of farmer's cognition and farmer's behavior theory,combining the theory of external theory and sustainable development of cultivated land.Firstly,the general situation and functional orientation of main grain producing areas in China are analyzed.Then,the present situation of farmland protection in He'nan province is analyzed in terms of quantity and quality.According to the survey data,the paper investigates the cognitive status of farmland protection policies and the characteristics of farmers' cultivated land protection behaviors.Secondly,the index system of farmland protection behavior of peasant households is built,and farmers' behaviors are analyzed using the method of fuzzy comprehensive evaluation.Then,the impact of farmers' policy cognition on CLP behavior has been implemented by multiple regression method.Finally,according to the factors that affect the farmers' farmland protection behavior,we had proposed the incentive countermeasure to improve farmers' awareness and enthusiasm for farmland protection and protect our precious arable land resources.The result shows that:(1)Farmers' policy cognition has a significantly positive impact on its behavior.And among them,farmers' attention to the basic policy of farmland protection,farmers' understanding of conservation tillage and economic compensation for farmland protection,and farmers' cognition of effects of cultivated land decrease on national food security has a significantly positive impact on its behavior.(2)The farmers' cognition of cultivated land protection policy is lower and the degree of cultivated landprotection behavior is relatively poor as a whole.(3)The following Suggestions are proposed to improve farmers' enthusiasm for farmland protection: increasing policy publicity,improving farmland protection policies and farmland protects economic compensation,establishing and improving the agricultural insurance system,strengthening the collective economy.
