| The research of language policy and planning as a discipline began in the1960 s and has attracted widespread attention around the world.By the 1970 s,the activities of language planning had been implemented on a large scale worldwide.After more than 50 years of development,the research on language policy has been fruitful,and it has formed a relatively complete system.It has academic journals and related academic conferences in professional fields.The existing researches mainly tend to statically describe and analyze the influencing factors and evolution of language policy,and lack a dynamic research perspective.In recent years,scholars began to pay attention to the logic and rules behind language policy,but it is not deep enough,and comprehensive research on the internal mechanism of language policy is still lacking.Vietnam is adjacent to China and is at the core of “the Belt and Road”.It has deep roots in China.Studying Vietnam’s language policy is conducive to the development of “the Belt and Road” and promotes the spread of Chinese.This paper uses sociolinguistics especially language policy-related theories to describe and analyze Vietnam’s language policy,collects nearly 500,000 words of Vietnamese language policy material,and analyzes and organizes it in Vietnam’s historical background.Based on the seven driving motivations of language policy proposed by Denes Ager,combining Maslow’s hierarchy theory of needs and the analysis framework of “two-angle and four-dimensional”.Explore the internal logic and rules of the evolution of Vietnamese language policy,and further analyze its evolution mechanism.This paper is divided into five parts,which mainly discuss the evolution of Vietnamese language policy and the logic behind it.The first chapter of the introduction part,mainly elaborates the research background of topic selection,also introduces the relevant theories of language policy and the current status of Vietnamese language policy research,it explains the theoretical framework,research objects and methods of research,and clarifies the significance of this research.The second chapter reviews the evolution of Vietnamese language policy.The history of Vietnam’s language policy is divided into four stages: Language dependency under vassal governance,language assimilation under colonial ruling,national language reconstruction under democratic revolution,and language diversity under innovation.The third chapter summarizes and analyzes the characteristics of Vietnamese language policy.Combined with the evolution of Vietnam’s language policy,it is analyzed from three perspectives: language awareness,language management and language practice.The government of Vietnam attaches great importance to language issues,and its language policy presents four distinct characteristics: from dependence to independence,strong language policy awareness,explicit language management and systematic language practice.The fourth chapter explores the evolution mechanism of Vietnamese language policy.Combine static description with dynamic analysis to analyze the influencing factors of Vietnamese language policy and explore its internal mechanism.The domestic factors are: spiritual aspect(identity,ideology)and material aspect(national security,economic development,national rights).The international factors are: spiritual aspect(international ideological trend,international identity establishment,international relations)and material aspect(national security,economic development needs).These factors constitute a "two-angle,four-dimensional" driving mechanism,which together affect the formulation of national language policies.The article projects the level of human needs onto national needs.When the country of Vietnam is at different levels of needs such as independence,security,development,and international discourse,the linkage relationship between various factors also changes.The fifth chapter is conclusion part,it summarizes the research results and describes the shortcomings and prospects for the future. |
