Research On The Theoretical And Practical Problems Of The Newly Added Main Contents In The Implementation Outline Of Civic Moral Construction In The New Era

Since the 18 th National Congress of the Communist Party of China,the Central Committee with Comrade Xi Jinping at its core has attached great importance to civic moral construction.Under the active guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the Implementation Outline of Citizen Moral Construction in the New Era(hereinafter referred to as the New Outline)came into being.In theory,the New Outline inherits and develops the excellent traditional virtues of the Chinese nation,enriches and develops the basic theories of socialism with Chinese characteristics and Marxism,and accurately explains Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.From a practical point of view,the New Outline was promulgated in the historical critical period of the transformation of major contradictions in Chinese society in the new era,which played an important leading and standardizing role in the requirements and standards of civic moral construction under the background of socialism with Chinese characteristics in the new era.Focusing on the New Outline,this paper mainly studies the theoretical and practical problems of the New Outline from three aspects.Firstly,it studies and analyzes the historical background and significance of the promulgation of the New Outline,and analyzes the historical background of its promulgation from domestic and international perspectives.This paper analyzes the significance of its promulgation from three aspects:implementing the important exposition and decision-making arrangement of ideological and moral construction,consolidating the ideological and moral foundation,improving the national governance efficiency and giving full play to the institutional advantages.Secondly,it makes a comparative study between the New Outline and the Implementation Outline of Citizen Moral Construction promulgated in 2001(hereinafter referred to as the Outline).In the process of comparative analysis,we systematically sort out and refine the four main contents of the new outline,namely,the focus of civic moral construction,the important position of civic moral construction,the guiding measures of civic moral education and the cultivation of civic moral practice.On this basis,from four aspects:personal moral construction,cyberspace moral construction,civic moral education,ecological moral construction and the display of citizens’ moral quality in the process of foreign exchanges,this paper analyzes the necessity of the existing problems and their significance to civic moral construction in the new era.Finally,according to the main contents newly added in the New Outline,the concrete ways to realize it are put forward.According to the social development situation and historical background of the new era,this paper provides corresponding countermeasures to promote citizens’ personal moral construction,improve the moral construction of cyberspace in the new era,promote civic moral education,promote all social citizens to actively practice green production and life,and fully display civilized literacy in the process of foreign exchanges.Strive to rely on the New Outline,take a multi-pronged approach and take multiple measures simultaneously,adhere to the unity of knowledge and action,and actively promote the deep and vigorous development of spiritual civilization in the whole society.
