In the Report to the Eighteenth National Congress of the Communist Party of China, it is stated that we should uphold the combination of law and virtue to manage state affairs and press ahead with social morality, professional ethics and family virtues, personal and moral education, to guide people conscientiously fulfill their legal obligations and social responsibility. An important characteristic of the modern society is publicity. Public morality is the basis of benign social development and an organic whole binder to the whole social aggregation.At present, China’s economic and social development is undergoing complex and profound changes. Ideas of social and economic elements, forms of organization, employment, interest, distribution methods, and the value of society members vary at a rapid rate. With the development of market economy and the impact of Western rationalism’s " open ", the public morality presents a diversified trend. How to promote China’s social construction of public morality becomes a hot issue of the society and academia. The paper analyses the remaining problems in this area, which are the weakness of moral awareness and the one-dimensional development under human social anomie and public power transition, and advancing the construction of public morality in China, among which are regulating public opinion and offering guidelines for the construction of public morality accurate direction, improving social environment and constructing a better moral ecology, promoting ethical institutionalization and establishing the rule basis for public moral construction and strengthening moral education and enforcing the guarantee for the field.
