Fu Rui refers to auspicious signs that are closely related to the political actions of the emperor, especially the circumstances of his command and rule, and are symbols of the legitimacy of the emperor’s rule in the context of the worldview of celestial induction. The Han dynasty was the period when the idea of Fu Rui became established, and a large number of Fu Rui events appeared, forming a distinctive Fu Rui political culture. The formation of this political culture had a complex ideological basis and a relatively fixed production body, which interacted closely with the politics of the time and served an important political function. The paper is divided into four parts as follows. The first part is the introduction, which introduces the significance of the study of the political culture of the Han dynasty Fu Rui,and presents the innovations of this paper on the basis of the elaboration of existing research results. In the second part, the formation and development of the political culture of Fu Rui during the Han dynasty is explained.Firstly,it explains the connotation of the concept of "Fu Rui";secondly,it introduces the theory of "political culture" and the reasons for adopting the perspective of "political culture" to analyse Fu Rui.The third part of the paper analyses the ideological basis for the formation of the political culture of Fu Rui in the pre-Qin Dynasty,as well as the development and rise and fall of the political culture of Fu Rui since the two Han dynasties. The third part analyses the different features of the political culture of the two Han dynasties. The main difference is that in the Western Han,the creation of the Fu Rui was closely linked to rituals,in which the Fang Shi played an important role, and Confucian scholars also contributed to the construction of the political culture of the Fu Rui;in the Eastern Han,the creation of the Fu Rui and the way in which it functioned were decoupled from rituals, and Confucian scholars played a greater role in the construction of the political culture of the Fu Rui,bringing the virtue of the monarch more closely into line with the political culture of the Fu Rui.In the fourth section, the functions of Fu Rui political culture are examined. The first two sections explore the manifestations of the political function of the monarch and the courtiers under the influence of Fu Rui political culture respectively;the third section examines the discursive strategies adopted to bring about the function of Fu Rui political culture.
