A Study Of Muzhi Guan In The Southern Sung Dynasty

The Southern Sung Dynasty muzhi guan,on the basis of the seven steps of the selectman in Northern Sung Dynasty,was an integrated inheritance of the development of it in the Northern Sung period.The seven steps of selectman have resolved the issue of Muzhiguan’s identity,muzhi gaun themselves returned to the job.However,new identity issues emerged in the course of the development of local politics in Southern Sung Dynasty,muzhi guan’s identity and function are mixed up,making the functions appear at different levels.This coincided with the process of local political resource mastery at the local road and above in Southern Sung Dynasty.The state bureaucrats,including the muzhi guan,were local political resources under the control of both the state governors and the supervisors and marshals,as well as being controlled by a number of new crossroad local authorities such as the Xuanfu-si,the Suyuan-si and the General Consulate.With the expansion of the hiring power of the Southern Sung Dynasty local authorities at the road level and above,the state and county level affairs gave way to the domination of the supervisory division and the system division,and muzhi guan who were sent to serve as part-time officials could be both state level officials and road and cross-road level officials,extending the channel for muzhi guan to move up from the state level,and the expansion of some muzhi guan to be responsible for upward objects,the centre of their duties shifted,naturally transforming their identity.The expansion of some of them to the next level of responsibility shifted the centre of their duties and naturally changed their status.The central government did not interfere with the expansion of hiring powers at the road level and above,but it did not interfere as effectively as it might have liked,and the dispatch of muzhi guan by the local authorities above continued,with personal relationships between muzhiguan and governors developing through the creation of dispatches and recommendations.
