Key competence is the orientation of curriculum and teaching reform in each country.Cultivating students’ Key competence will become a hot topic in global education research.At present,China’s education is in the reform period of paying attention to connotation development and practical innovation,then cultivating students’ Key competence is placed in the prominent position of implementing the fundamental task of moral cultivation.How to implement the goal of cultivating students’ Key competence into specific subject teaching and build a scientific and reasonable teaching evaluation index system to promote the effective play of teaching evaluation function is the core issue of this study.According to the core problem,this research follows the "Find the problem-analyze the problem-put forward the plan-verify the plan" the basic train of thought,using literature analysis,Delphi method,classroom observation and questionnaire survey to explore and research for the problem,trying to build to Key competence cultivation of high school English teaching evaluation index system,And in the practice of English teaching in senior ordinary high school,it is tested to be scientific and operable and further promote the landing of Key competence.The main content of this study includes five parts: The first part is literature review,through the systematic analysis and sorting of relevant domestic literature,to clarify the research direction,theoretical basis and innovative perspective of this study;The second part is under the guidance of relevant theoretical basis,clear the basis and principle of the index construction of this research,the preliminary construction of the index system;The third part is the concrete construction of index system,namely after the preliminary plan index system framework of this study,the Delphi method is used to ask for the revision opinion of experts about index system,further modify and perfect the index system of this research,the final form to the students of high school English evaluation index system of core literacy cultivation framework,and using logarithmic weighting method to determine the weight of each index.The fourth part is the explanation of the index system,aiming to clarify the relationship between the indicators and lay a solid foundation for better application of the system.The fifth part is the application of the index system.For detection and improving have constructed the index system of the scientific nature and operability,this study was designed to core literacy cultivation of teaching evaluation survey questionnaire(students),X and Y city middle school high school test was conducted in six classes,320 students,has carried on the small scale test to the system,using SPSS22.0 software correlation analysis was carried out on the questionnaire data,To test its effectiveness and operability.There are three main conclusions in this study :(1)a framework system of evaluation indicators for senior high school English teaching directed at cultivating core literacy is constructed,which consists of 4 first-level indicators,13 second-level indicators and 35 third-level indicators;(2)It is necessary for all levels of the evaluation index system of senior High school English teaching to cultivate core literacy,the index weight is set reasonably,and the proportion of each index in the system is different,which has strong guiding value for teaching evaluation practice;(3)The established evaluation index system of High school English teaching directed at cultivating core literacy has good credibility and validity,which can play the diagnostic,motivating and regulating role of teaching evaluation and achieve the purpose of developing students’ core.In addition,as a new attempt in this field,the index system constructed in this study has obvious innovations: On the one hand,pointing to the core literacy cultivation of teaching evaluation is still in the exploratory stage,pointing to the core literacy cultivation of the construction of the evaluation index system of high school English teaching is still in a blank,the author USES the theory of Delphi method in combination with practice,absorb experts with a line of teachers in education theories of revision opinion,constructed the evaluation index system of teaching has high validity and reference value;On the other hand,the teaching evaluation tool developed in this study can effectively play the diagnostic function of teaching evaluation and better promote the implementation of the core literacy concept.The deficiency of this study is that the application scope of the system is not wide enough,and it needs to be further verified and improved in the future teaching evaluation practice.
