With the development of cultural globalization, the influence of a country’s cultural strength on its comprehensive strength is increasing. The signing of the RCEP(Regional Comprehensive Economic Partnership Agreement)represents a new opportunity for Chinese trade,as well as for cultural goods to expand their export base.China’s exports of cultural goods to the RCEP region rose from $527.8 million in 2000 to $4,237.5million in 2020.The value of cultural goods exports in 2020 was about eight times higher than in 2000.This shows that our country has a very good development prospect in cultural products for RCEP countries. In this context,China’s export of cultural products to RCEP countries can be fully grasped;factors affecting China’s export of cultural products to RCEP countries can be studied;export efficiency and untapped potential can be measured, and there is scope for China to achieve optimal export conditions for cultural products with RCEP countries and further increase export of cultural products,as this will not only lead to a sustained increase in China’s export of cultural products, but also deepen cooperation and exchange with RCEP countries.Firstly, this thesis selects the data of RCEP countries from 2000 to 2020,and makes a detailed and comprehensive analysis of the current situation of China’s cultural products export to RCEP countries. The scale of China’s export of cultural products to RCEP countries will occasionally show negative growth, but the overall growth is increasing. Not only is the scale simply expanded, but RCEP countries are also a growing market for Chinese cultural exports.China’s cultural product structure to RCEP countries is unbalanced, and low value-added and labor-intensive products account for a large proportion of cultural product exports.Just like visual arts and handicrafts, these products have little effect on spreading Chinese culture and conveying Chinese cultural ideas. However, products such as books and audio-visual products which contain rich Chinese culture account for a very low proportion. In terms of export market, the import amount of each market varies greatly, and China’s cultural products from RCEP countries are exported to Japan and Australia. In 2020,the proportion of Thailand will be 18.42%,but that of Brunei will only be 0.03%.This shows that China’s export market of cultural products to RCEP countries is unbalanced, the concentration is too high, the export to some ASEAN countries is seriously insufficient, the market has not been fully opened, and the ability to resist risks is poor.Secondly, the time-varying stochastic frontier gravity model and the trade inefficiency model are established, and an empirical analysis is made. This thesis hopes to study what factors affect China’s cultural products export to RCEP countries, and measure China’s export efficiency and export potential to sample countries. The empirical results show that the GDP of China and its RCEP countries and the population density of RCEP countries have a positive impact on China’s export of cultural products to RCEP countries.Due to the development of technology, geographical factors are not very obvious to hinder the export of cultural products.By identifying and analyzing the factors that affect the export inefficiency,it is found that the establishment of free trade zone between China and RCEP countries, belonging to the Confucian cultural circle, education expenditure and financial freedom will reduce the trade inefficiency.Institutional distance and the number of mobile phone subscriptions will increase trade inefficiency. The calculation results of export efficiency and export potential show that from 2000 to 2020,the average export efficiency of China to RCEP countries has been low, mainly fluctuating from 0.1 to 0.5,and there is a huge export potential. From the country perspective,Japan,Cambodia,Thailand,Australia and other countries have higher export efficiency, while Laos,South Korea,New Zealand and other countries have lower export efficiency.Based on the consideration of trade efficiency and actual trade volume, the trade potential and untapped potential are calculated, and it is found that China has great potential to export cultural products to RCEP countries. For Japan,South Korea,New Zealand,Singapore,Indonesia,Laos and the Philippines,China can focus on developing the export potential of its cultural products. Finally, based on the empirical results of the influencing factors of Chinese cultural products export,as well as the differences and characteristics between the efficiency and the untapped potential of Chinese cultural products export, this thesis puts forward some targeted suggestions for promoting the export of Chinese cultural products, specifically:developing the export potential by classification;Promote the construction of Confucian culture;Promote financial cooperation within RCEP;Optimize the structure of export products.
