With the development of the economy, people's demand for products has gradually transformed from common products to cultural products, and the status and proportion of cultural product trade in international trade has also increased significantly. The UNESCO Data Institute has published a report showing that China has developed into the world's largest exporter of cultural products since 2013.According to data from the Ministry of Commerce's Service Trade Department,China's total exports of cultural products in 2018 were 92.53 billion U.S.dollars,a nearly five-fold increase over the total value of cultural products exports of 15.84 billion U.S.dollars in 2008.Under the propose of "The Belt and Road",China has established cooperation mechanisms with more than 60 countries, and the China-Central and Eastern European cooperation mechanism is one of them. This study takes 17 countries in Central and Eastern Europe as research objects, selects the panel data of cultural products exports from 2008 to 2018,analyzes and studies the overall and industry status of China's cultural products exports to the 17 countries in Central and Eastern Europe, and uses a random frontier gravity model to analyze China's export potential of cultural products to Central and Eastern European countries. The results show that the GDP of China and CEE countries has a positive impact on the export of cultural products, while the population of both countries has a negative impact on them, while the geographical distance of both countries has no obvious impact on them;regional integration, business freedom and property rights protection will increase the export trade inefficiency of cultural products, and labor freedom can reduce the export of cultural products The export trade is not efficient, and the degree of freedom of investment has no significant impact on the export of cultural products. The thesis consists of five parts. The first chapter includes the background and significance of the topic, research content, research framework and innovation. The second chapter mainly includes literature review, concept definition and theoretical basis at home and abroad. The third chapter analyzes the total amount, countries and structure of China's export of cultural products to central and Eastern Europe, and divides it into three echelons according to the different performances of central and Eastern European countries. The fourth part of empirical analysis mainly includes model setting, variable interpretation, sample selection, empirical results analysis and export efficiency and export potential measurement. The fifth chapter is the conclusion and suggestions. The main content of the fifth chapter is to summarize theprevious conclusions and put forward corresponding suggestions: from 2008 to 2018,China's total exports of cultural products to central and Eastern European countries fluctuated greatly, the distribution of exports among countries was very uneven, the export efficiency was uneven, the export efficiency to the first tier countries was high, and the export efficiency to the third tier countries was high Oral efficiency is not ideal.Based on this, the paper puts forward corresponding suggestions: accurate positioning, targeted;strengthening cultural exchange with the export place;paying attention to the export structure of cultural products;improving the quality of cultural products.
