From the 1960 s to the 1980 s,Hubei Province carried out a third front construction campaign focusing on national defense technology,basic industries,and transportation infrastructure.There were many third front construction projects in Hubei Province,which were widely distributed and had far-reaching influence.Relying on national recruitment and graduation allocation,planned recruitment,relocation from other provinces,and the flow of enterprises within the province,Hubei Province had gradually formed a large-scale and complex group of third front construction workers.In daily life,the social life problems of third front construction workers in Hubei Province were prominent.In order to stabilize the workforce,authorities and units at all levels in Hubei Province had successively introduced a series of policies and measures to protect the lives of individual workers and their families.Under the instructions of relevant documents of the central government and Hubei Province,each third-tier construction unit had made great efforts to solve various social problems of employees,and formed a third-tier construction workers’ guarantee system for the unit,of which the Second Automobile Manufacturing Plantwas a typical representative.Through the two major methods of national selection and allocation and recruitment of planned quotas,the Second Automobile Manufacturing Plant had increasingly formed a huge group of third front construction workers,with a large number of employees,a wide range of sources,clear functions and high labor quality.In the early stage of construction,the Second Automobile Manufacturing Plantimplemented the policy of "production first,construction later".In addition,due to the limitations of the geographical environment where the company was located,the workers of the Second Automobile Manufacturing Plant often worked overtime,had a wide range of work contents and a single cultural life.With the advancement of construction,the living conditions of the employees of the Second Automobile Factory had been gradually improved,the working hours of the workers had been gradually fixed,the division of labor became more and more clear,and the cultural and educational life were rich and colorful.During the construction of the third front,the Second Automobile Manufacturing Plant actively improved the guarantee of its workers in accordance with the instructions of relevant documents and the actual situation,focusing on the two aspects of individuals and families.First of all,the Second Automobile Manufacturing Plant had continuously improved the conditions of board and lodging,adjusted wages in a timely manner,and made efforts to improve basic living guarantees.Secondly,the Second Automobile Manufacturing Plant continued to promote the construction of medical care and education.By building medical institutions,cultivating medical personnel,and developing medical resources,a relatively complete medical system with a three-level medical and health network had been formed in the factory area.the Second Automobile Manufacturing Plant provided on-the-job training.Combined with the school’s formal education,a unique employee education system was formed.Thirdly,the Second Automobile Manufacturing Plant had strengthened the management of household registration,actively solved the problem of settlement of workers and their families,paid attention to labor insurance benefits,ensured the safety and health of employees,and promoted the construction of workers’ cultural life.Family resettlement is related to the stability of the workforce.the Second Automobile Manufacturing Plantmade proper resettlement for each workers’ family member.Through the construction of standardized family dormitories,internal recruitment of units,establishment of family management organizations,self-run childcare institutions,children’s schools,etc.,we strived to solve the problems of accommodation,employment and education of workers’ families and their children.The protection of workers in the third front construction in Hubei Province was conducive to the stability of workers’ lives,promoted the continuous development of third front construction projects,and promoted economic development and employment in the surrounding areas.At the same time,the protection of workers in the third-tier construction in Hubei Province had resulted in a high degree of dependence on workers and their families,resulting in high costs for third-tier construction units,resulting in a contradiction between local resource supply and demand.Combining the basic content and individual cases of workers’ guarantee in third-tier construction,and comparing workers’ guarantee in non-third-tier construction,it can be seen that the scope of protection was comprehensive,the supply standard was preferential,and the implementation process was self-reliant.The workers’ guarantee of the third front construction in Hubei Province is the product of the specific historical conditions in the planned economy period,and it has many inspirations for the improvement of the workers’ guarantee system in contemporary socialism.
