Research On The Construction Of Public Cultural Services In Village J Of Hubei Province From The Perspective Of Returning Rural Workers

The construction of rural public cultural services is an important content for the CPC and the country to realize the rural revitalization,build a cultural power and embody the service-oriented government.Vigorously strengthening the construction of rural public cultural services is conducive to the development and prosperity of culture in rural areas,narrowing the gap between rural and urban cultural development,and better realizing rural cultural revitalization and cultural governance.However,in the vast rural areas of China,there are many problems,such as the gradual decline of rural cultural activities,the decline of rural cultural traditions,the stagnation of rural cultural facilities,the increasing nihilism of farmers' spiritual life,and the inability of rural culture to connect with modern urban culture.Therefore,strengthening rural public cultural construction is not only an inevitable requirement of the CPC cultural construction and cultural governance,but also an inevitable choice for social development in the vast rural areas.When researching and summarizing the construction of public cultural services in Village J,Hubei Province,this paper mainly takes the returning migrant workers as the research perspective,takes the new public service theory and cultural governance theory as the theoretical support,uses literature research and survey research and other research methods,and combines practice experience and domestic and foreign literature and materials aim to better play the role of J village public cultural position in Hubei province,and realize the integrated development of J village public cultural services and modern cities.First of all,based on the data analysis of the field survey,questionnaire survey results,and interviews with returning rural migrant workers,this paper sorts out the construction of public cultural services in village J,and grasps the returning rural migrant workers' overall satisfaction level.It is pointed out that the overall satisfaction of returning migrant workers to the village's public cultural service construction is "fair",and the proportion of "unsatisfied" and "very dissatisfied" is still large.Satisfaction of public cultural services hardware facilities,cultural activities,and public cultural talents and groups are generally "average".Simultaneously there is much room for improvement.Secondly,from the perspective of returning migrant workers,combined with the specific satisfaction of returning migrant workers to the public cultural services in J village,it is concluded that there are incomplete construction of public cultural service facilities in J village,and the efficiency of using public cultural service facilities is relatively low,public cultural service quality is generally low,public cultural service talents and groups are lacking,etc.,resulting in a large gap in public cultural services in J village compared with the city,the role of public cultural positions is not fully exerted,public cultural system construction and urban docking Weak,public cultural talents need to be promoted.Thirdly,combined with interviews with returning migrant workers,from the perspective of returning migrant workers,it is concluded that the construction of light cultural facilities in village committees,lack of a mechanism for expressing demand for public cultural service construction,lack of funding for public cultural service construction,and the problem of left-behind rural residents is serious.The main reasons for the problems in the construction of public cultural services.Finally,the article proposes countermeasures and suggestions for promoting the construction of public cultural services in Village J,Hubei Province from four levels:rural self-governance governance mechanism,demand expression mechanism,financial security system,and cultural talent and team building.
