With the rapid development of China’s economy,social modernization as well as urbanization level has been improving continuously,what follows is people’s material conditions and living standards increasingly grow.However,due to unevenness of economic development level among regions,tremendous scale of rural labor force flow to economically developed regions,as a result,a large number children has been left in rural areas,also called Left-behind Children.These children are very prone to psychological problems and physical violations because they lack the company of their parents.For some time,the government,together with social organizations and schools,has done a lot of work for left-behind children,which insured those children’s legitimate rights being protected and paid lot of attention to their growth,however,the problems of left-behind children are still severe and cannot be ignored.Therefore,doing the job in the care and protection of left-behind children in rural areas,is not only the urgent need to solve problems of rural left-behind children nowadays,but also it is one of the vital contents of promoting rural social governance.In view of this,this thesis uses 1837 questionnaire data from 5 townships and 10 primary and secondary schools in Qianjiang City,draws lessons from relevant theories such as social governance theory,child development theory,cognitive and non-cognitive theory,and comprehensively uses the methods of literature research,questionnaire and comparative research,starting from the practical needs of the government’s work of caring for rural left-behind children,Based on the goal of improving the cognitive and non-cognitive abilities of left-behind children,this thesis compares and analyzes the cognitive and non-cognitive abilities of left-behind children and non left-behind children to investigate the current problems of left-behind children.In this thesis,the cognitive ability tests the comprehensive cognitive ability,word ability,mathematical ability,memory ability,number sequence ability and so on;non-cognitive ability tests the aspects of conscientiousness,openness,extroversion,agreeableness,neuroticism and so on.Using the methods of statistical analysis and analysis of variance,Through research that:(1)in terms of cognitive ability,the average value of left-behind children’s cognitive ability is lower than that of non left-behind children.(2)In non-cognitive ability,the conscientiousness of left-behind children is significantly lower than that of non left-behind children.(3)left-behind children are more gregarious and less willing to help others;(4)left-behind children are more likely to feel lonely.At the end of the article,from the perspective of the government,society and family,from three aspects: Promoting modernization of social governance capacity and economic social development,improving the public policy guarantee system and rising social attention to the education of rural left-behind children,relevant policy suggestions are provided to advocate government support and improve more caring and protecting those rural left-behind children,hoping the cognitive and non-cognitive abilities of left-behind children will be improved.It is expected that the problem of left-behind children will be basically solved with the continuous care of the government and the targeted and beneficial implementation of policies.The innovation of this thesis is to analyze from the perspective of cognitive ability and non-cognitive ability,deeply analyze the problems and causes of left-behind children,and make a useful supplement to the government’s research on improving the problems of left-behind children.
