The Development Of Public Art Creation From The Perspective Of Policy Pvolution

This paper takes the evolution of public art policy as a clue to carry out research on the development of public art creation under the evolution of public art policy.Public art policy was initially established in western developed countries in the late 19th and early 20th centuries,and has formed a certain scale today,during which it has undergone a long process of evolution.As one of the important sources of public art policy,the Operation Model of The Percentage Art Policy in the United States has been borrowed by many countries.The percentage art policy encourages public artistic creation in the form of funding and plays an important role in the development of public artistic creation.This paper studies the development of public art creation under the evolution of policy,with the purpose of exploring the impact of public art policy on public art creation and development,in order to provide a valuable reference for the improvement of Public Art Policy and the development of public art creation in China.First of all,this paper uses the documentation law to sort out the relationship between public art policy and public art creation,and clarifies the restrictive and guarantee role of public policy system and legal system in the process of public art creation,and the special relationship between the two that is both opposite and unified is the basic logic of promoting the development of public art creation.Secondly,using comparative research methods,charts and data analysis methods,combined with the current situation of public art policy cases in multiple regions,the advantages of percentage art policy are sorted out and analyzed,and the diversity of types and the unity of models are the salient features of its evolution.Finally,using the case analysis method,the impact of the evolution of percentage art policy on public art creation is discussed,including the impact on the transformation of form and concept,and the factors restricting the development of public art creation are deeply explored.It is precisely because the percentage art policy has gradually formed a sustainable development trend of contemporary public art by expanding public participation,enhancing social awareness,popularizing public art education and encouraging innovation.The discussion on the dialectical and unified relationship between the evolution of public art policy and the development of public art creation,as well as the successful experiences and failures of developed countries in dealing with the relationship between the two,hope to play a reference significance for the development of public art in China.
