Public Financial Support Of Cultural Industries Development Policy Research

As a sunrise industry of the 21st century, cultural industry has a rich cultural heritage and great potential for development. With the growing trend of globalization, cultural industry has come to the central position from the edge of economic systems and drawn enterprises, society and government's attention. In our country, supporting the development of cultural industry has been attached great importance to the relevant departments, the State Council, the Ministry of Culture, Ministry of Finance and other ministries have issued a series of relevant policies, laws and regulations to promote cultural industries in the healthy and orderly development. As basis work of regulating cultural industries, the support of public finance plays an increasingly important role in promoting the development of cultural industries. And along with ongoing practice, new problems and new situations arise and be resolved, so the cognition of the industry, academia, government departments to this issue have been deepened, and the researches have been processed not only in theory but also in practice.In the first section, we mainly research in a theoretical view. In the second chapter, we discuss and sum up the definition of cultural industry, content and characteristics to define the features such as the spirit of attributes, ideology, external value, the difficulty to measure, and the characteristics such as economics, creativity, communication, aggregation, high risk. In the third chapter, we focus on the externality, the new economic growth theory, the strategic position and role, the practice's problems to analyze the rationality of financial support, and we believe that the evidence can be found to support the theoretical and practical basis.In the second section, we first compare the policies of different countries including the United States, Britain, Japan, Korea and some cities in our country and sum up the policy's differences and similarities such as support-oriented, organization, support objects, support ways, sources of funding. In the end, we put forward a new viewpoint of utility dimension. The support of public finance should not only consider the economic effects, but also pay attention to the social benefits, it means "policy utility". And further we put forward a theoretical search of policies of classification, which also provides a reference to the policies in the third section.In the last section, on the concept of "policy utility", we relate the practice of Pudong New Area of Shanghai and make the specific measures and ways including improving financial subsidies, improving the public service platform, integrating cultural industry fund.
