Cultural industries have become a pillar industry in some developed countries now, and have been hailed as the gold industry in the 21st century. The industries are profoundly changing the world's industrial division and industrial structure. With the potential advantages, the cultural industry could overcome the resource constraints and environmental constraints of traditional industries, greatly expanding the space for development of traditional industries. So many countries and regions have put forward culture-based economic development model in their countries. In China, The 17th major report also regarded "cultural soft power" as her strategic choice. Meanwhile many local governments have actively promoted the development of local cultural industries. These phenomena have concerned many domestic and foreign economists, sociologists to conduct research on these areas. However, it is clearly true that there is no identical definition of cultural industries, let alone conclusions on the empirical studies so far. However according to the researches so far, we notice that many researches focus on the characteristics, the nature and the economic theory of cultural industries. However, when it comes to research methodologies, qualitative research is always the only choice for most of them. The research methodologies of quantitative analysis do not exist, so it lacks evidence-based researches. And we find that when many states and local governments make the policy for the development of local cultural industry they urgently need a viable scientific theory and quantitative basis.Therefore, I attempt to raise on the comments about the cultural industries research home and abroad at first. And next, we analyze the cultural industries with the application of the distribution of industry location theory, industry financial performance, as well as industries correlation analysis. Finally I try to design an appropriate framework, to do the research of the cultural industry using the quantitative methodologies and McKinsey matrix together in order to provide a useful and reasonable assessment of the cultural policy. We find some problems after finishing our research, such as imbalance in regional development, unreasonable incentives policies, lacking of the professionals and so on. We table solutions, including widening the investment channels, improving the incentive system of public policy, strengthen international cooperation and so on.
