A Study Of Israel’s Secret Diplomacy During The Cold War

During the Cold War,Israel was unable to carry out normal open diplomacy with some countries due to its harsh geopolitical environment,so secret diplomacy became a common way and means of its external communication.This paper discusses Israel’s secret diplomacy during the Cold War.The first part mainly analyzes the causes of Israel’s secret diplomacy during the Cold War,which are both necessary and possible.In terms of its necessity,Israel is faced with harsh geopolitical environment,lack of international legitimacy and lack of national resources,which forces Israel to carry out secret diplomacy to improve its own strength and expand diplomatic space.In terms of its possibility,mossad,The Israeli intelligence agency,the Israeli foreign lobby and other factors have become the basic conditions of its secret diplomacy.The second part mainly introduces Israel’s secret diplomacy during the Cold War through three cases.The secret oil diplomacy between Israel and Iran from 1948 to 1957,the secret military and information diplomacy between Israel and West Germany from 1957 to 1982,and the secret diplomacy between Israel and Sudan from1954 to 1958 and 1984 to 1985 are discussed,and the reasons,process and effects of these three cases are discussed.The third part mainly analyzes the characteristics of Israel’s secret diplomacy during the Cold War.First,Israel’s secret diplomacy can be roughly divided into the nationalistic stage from 1948 to 1973,the ethnic nationalism stage from 1973 to 1985,and the globalization stage from 1985 to 1991.Second,the independence of mossad,the intelligence service;Thirdly,the influence of personal relationship on Israel’s secret diplomacy;Finally,the transfer of jews abroad was an intrinsic value of its secret diplomacy.The fourth part discusses the effectiveness and limitation of Israel’s secret diplomacy during the Cold War.In terms of its effectiveness,secret diplomacy has guaranteed Israel’s national security interests,increased the Jewish population,and broadened the channels for Israel to communicate with foreign countries.In terms of its limitations,with the advent of the era of globalization,the popularization of the Internet and the development of news media organizations,secret diplomacy is more and more likely to be exposed.After the end of the Cold War,In order to ensure the maximization of national interests,Israel’s secret diplomacy will continue.
