The Operational Logic And Optimization Path Of Rural Cultural Governance From Institutional Logics Theory

From poverty alleviation to rural revitalization,the vast rural areas of China have completed a great social transformation and achieved a great leap in governance capacity.However,compared with the good results of economic governance,there is a certain lag in rural cultural governance,exposing the subject doesn’t pay attention to,the object is not clear,the system mechanism is not perfect and other problems.At first,this paper systematically combs the rural culture and rural culture revitalization,cultural governance and modernization of rural culture governance,rural culture governance running logic and rural culture governance path related research.On the basis of literature review and theoretical extraction,this paper combines the explanatory framework of the institutional logic theory with the issues of rural cultural governance,explains part of the autonomy of rural cultural governance by establishing multiple institutional systems,and explains the historical weight change of institutional logic by sorting out the historical evolution and institutional change of rural cultural governance.Through indepth field investigation in Z village,the internal logic state of the organization under multiple institutional logic is explained,and institutional changes and partial autonomy exist in the development process of Z village are found,so as to explore the operation logic and optimization path of rural cultural governance from the perspective of institutional logic.The participants of cultural governance in rural fields mainly involve four types:government,market,society organization and villagers,and four types of cultural governance objects:"rural civilization","excellent rural culture","rural public cultural service" and "rural cultural industry with characteristics".The clan logic with the rural elite as the main body,the national logic with the governments at all levels as the embodiment,the market logic with the free competition as the rule,and the party organization logic with the grass-roots party organization as the fortress conflict with each other and are compatible,and jointly construct the operation logic of rural cultural governance.On this basis,this paper obtains the ideal matrix of rural cultural governance,and explains the partial autonomy of rural cultural governance.The historical evolution of rural cultural governance can be roughly divided into three periods:state logic dominance(1949-1979),state and market logic dominance(1979-2005),and multiple logic effects(2005-present).Multiple institutional logics interact throughout the three periods,and micro-individuals react against institutional logic.Institutional logic also has endogenous effects,which jointly shape institutional changes.Z Village,Taiyuan City,a national demonstration village of rural governance,is selected as a typical case for field investigation and inductive analysis.It is found that there are conflicts and responses in three different cultural governance cases in Z village,namely,homing industry,funeral culture and culture going to the countryside.From the perspective of institutional logic,three research conclusions are drawn:different cultural governance of Z village reflects different internal logic states,the historical evolution of cultural governance of Z village is accompanied by institutional changes,and the multiple institutional logic of Z village has partial autonomy at multiple levels.On the basis of the above analysis,this paper tries to put forward the optimization path:constructing the goal-oriented multiple institutional logic governance pattern,optimizing the cross-level flow collaborative governance mechanism,and promoting the"institution-technology-mode" innovation of rural cultural governance.It is expected to improve the rural cultural governance system through the above paths,and realize the great goal of modernization of rural cultural governance on the basis of effective rural governance.
