In ancient China,the way to resolve civil disputes was not necessarily litigation,but there were many forms.Among them,mediation has always been an effective way to resolve disputes,which is of great value for successive dynasties to resolve conflicts and disputes and maintain social stability and order.In order to consolidate their rule and maintain grassroots social stability,the rulers of the Ming Dynasty promulgated the "Teaching People’s List" and established the township mediation system-the system of resolving disputes between the elders in the village in the form of legislation.By selecting some respected elderly people in the local township,these old people,with their prestige and relevant mediation ability,act as intermediaries to persuade and indoctrinate when conflicts and disputes arise between villagers.There are strict criteria for the selection of the elderly in these villages,and only qualified elderly people in the township are eligible to exercise the right to resolve disputes;However,at the same time,the system of resolving disputes between the elders also has certain reasonable restrictions on the scope of the power of the elders to prevent the abuse of power at the grassroots level.In addition,in order to promote the effective implementation of the Lilao dispute resolution system,the rulers of the Ming Dynasty set the Shenming Pavilion as a place for the Lilao elders to mediate disputes,which provided an effective tool for the efficient operation of the Lilao system and the realization of the purpose of educating the people.In the subsequent operation of the Lilao dispute resolution system,it has become an effective way of civil mediation,which has played an important role in the efficient governance of grassroots society and the maintenance of local social harmony and stability.
