| The competition in today’s world is already not only about economic and military "hard power" competition,but also about "soft power" competition centered on ideology and culture.In the global ideological market,as an important think tank that influences national and government decisions and shapes the image of a country,think tanks,especially top think tanks,are becoming a new focus of "soft power" competition among countries.Against the backdrop of unprecedented changes and a significant increase in the influence of think tanks in a century,accurately grasping the ideological direction of top Western think tanks cannot be achieved without exploring top American think tanks;To deeply explore the cognitive situation of top think tanks in the United States,analyzing the knowledge production of the Brookings Institution,which is an old model of think tanks,is inevitably an important part.Climate issues are closely linked to the fate of humanity and are one of the most important issues in the world today.Therefore,based on the framework theory,this paper takes the Brookings Institution as the research object to investigate the knowledge produced on its official website in the three years since the outbreak of the COVID-19 epidemic(December 2019 November 2022),and strives to comprehensively,accurately and objectively show the original appearance of the knowledge production of the top US think tanks on climate issues,and from the perspective of the framework An in-depth analysis of the Brookings Institution’s climate related knowledge in China,including "Global Warming and Carbon Reduction," "Fossil Fuels and Renewable Energy," and "Climate Crisis and Biodiversity Protection," will be conducted from three levels: an issue-based framework and a cognitive framework.This will examine the views,attitudes,and demands of top US think tanks and the international community towards China in the field of climate and environmental governance,To accurately grasp the image of China in the eyes of the "others" in the post pandemic and environmental protection era,promote the construction of national image and assist global cooperation.Based on this,this article aims to address the following three issues: firstly,what is the overall appearance of the Brookings Institution in terms of knowledge production related to China across the entire network? What is the specific appearance of climate issues? In this process,how did the Brookings Institution shape China’s national image through knowledge production related to China?Secondly,what is the Brookings Institution’s view on China’s actions in domestic and global climate governance under climate issues? What are the views and attitudes of Western think tanks and the international community towards China regarding climate and environmental governance,such as issues such as "global warming and carbon emissions reduction","fossil fuels and renewable energy","climate crisis and biodiversity conservation" ? What kind of intertextual relationship does it present internally? Thirdly,what are their demands and calls for global climate and environmental governance? What specific key points have each appeal focused on internally?Research has found that in the past three years(December 2019 to November 2022),the Brookings Institution has mainly presented the situation of knowledge production related to China and climate issues.(1)It has paid close attention to issues related to China and has attached great importance to China’s political,economic and trade,national defense and security,military territory,technology,climate,medical and health fields in the process of knowledge production related to China,(2)In the production of knowledge related to climate issues in China,there is a lot of discussion on topics such as carbon emissions,energy extraction,mineral resources,and biodiversity conservation,and there is a certain degree of intertextuality within each topic;(3)The monthly production of knowledge related to China by the Brookings Institution is positively correlated with the monthly production of knowledge on its official website,and the proportion of knowledge related to climate issues in the total production of knowledge related to China on the entire website is gradually increasing,which indirectly reflects the Brookings Institution’s high attention to China’s climate action;(4)The production types of knowledge related to China and climate issues on the Brookings Institution’s entire network are mainly based on current reviews.At the same time,a considerable proportion of research reports and expert interviews have been integrated into the knowledge production process,and column studies and introductions to famous scholars have been published multiple times.This reflects the timeliness,pertinence,and ideological nature of Brookings Institution research,On the other hand,it reflects the scientific,interactive,and extensive nature of Brookings Institution research.When focusing on the production of climate related knowledge in China,we further found that:(1)experts from the Brookings Institution have a strong voice in the three major aspects of carbon peaking,renewable energy,and biodiversity.They not only focus on carbon reduction actions in greenhouse gases and global warming environments,but also focus on research on renewable energy;Not only does it focus on biodiversity,nourishing species,and protecting the ecological environment that relies on survival,but it also emphasizes mitigating climate change and promoting environmental protection from the perspective of global youth climate action.(2)Behind these three major appeals lies three major demands,namely "identity demands"-the desire to restore(revitalize)the global reputation of the United States as a leader in the international order and climate diplomacy;’Responsibility Demands’-repeatedly discussing the responsibilities of the United States,China,and third world countries,particularly emphasizing that China bears more responsibilities and obligations in global climate governance;Cooperation Demands "-Expect" zero carbon emissions"and carry out environmental protection cooperation,reasonable mining and utilization of mineral resources,new energy cooperation,promotion of" green economy ",and scientific and technological innovation cooperation. |
