An Analysis Of The Construction Of High-Level Humanistic Exchange Mechanism Between China And Brazil From The Perspective Of International Institutional Creation

At present,there are 10 High-level Sino-foreign Cultural Exchange Mechanisms in our country.Including China-Russia,China-US,China-UK,China-Europe,China-France,China-Indonesia,China-South Africa,China-Germany,China-India and China-Japan High-level People-to-People Exchange,Mechanism.Within the framework of BRICS cooperation,with the exception of Brazil,China and other BRICS countries have established a high-level cultural exchange mechanism.In the long run,this may expose the BRICS to internal imbalances in people-to-people exchanges.In 2022,China held the BRICS presidency,hosted the BRICS leaders’ meeting and held more than 160 events.On this occasion,it is opportune to promote the establishment of a high-level people-to-people exchange mechanism between China and Pakistan within the framework of BRICS cooperation.The establishment of a high-level people-to-people exchange mechanism between our country and Brazil is of significance at the bilateral,regional and multilateral levels,and can not only contribute to the overall improvement of China-Brazil relations,exploring ways to break through the cognitive barriers in different parts of the world will also help to consolidate BRICS cooperation in an all-round way.From the perspective of international institution creation theory,based on the cases of China and Russia,India and South Africa,this paper analyzes the reasons why China has not established a high-level people-to-people exchange mechanism with Brazil.This paper holds that the establishment of the mechanism is related to the status of power allocation,common interests,prevailing expectations,practice and relative and absolute benefits.Therefore,this article starts from the impetus and resistance of the establishment of high-level people-to-people exchange mechanism between China and Brazil,and analyzes the impetus of the establishment of high-level people-to-people exchange mechanism between China and Brazil and the resistance
