Research On Ethical Dilemmas And Escape Paths In Intelligent Government Service Scenario

At present,we are in the era of the "fourth Industrial Revolution" led by intelligent technology.Intelligent technology is profoundly changing the mode and path of government services,and improving the convenience and experience of government services.At the same time,there are also some new problems,such as algorithm discrimination,algorithm black box,data gap,technology abuse,unclear subject and so on.From the perspective of its internal causes and negative effects,these problems are not only related to technology development and application,but also ethical issues.Behind the algorithm black box are people’s interest demands and property rights protection issues,behind the algorithm discrimination is the problem of the main parties in the choice between benefits and fairness,data gap derived from the fairness issue,technology abuse brings about the rights issue......People design the algorithm,and eventually people also fall into such ethical dilemmas as conflict of technical rights and interests,difficulty in defining responsibilities and unclear orientation of subjects brought by intelligent government services.Based on the field theory,this paper analyzes the causes of ethical dilemmas in intelligent government affairs from three aspects of "field","habitus" and "capital",including:first,environmental factors.External policy environment and internal government environment;Second,habitus factor.The individual’s own responsibility dispersion effect,the cognition of technology and technology subjectivity is not clear and the science and technology ethics consciousness is weak;Third,the capital factor.The profit-seeking nature of capital and the transformation of capital from private domain to public domain.In view of the external environmental factors,it can be solved through two ways of legalization of morality and morality of the law,that is,the combination of rule of law and moral governance to promote the healthy development of intelligent government affairs,while the professionalism of the algorithm determines that it needs to set up a professional supervisory organization supervised by professional personnel,namely,algorithm audit.Internal environmental factors can be solved by optimizing the top-level design of intelligent government affairs construction,such as integrating the existing government affairs APP;Aiming at habitus factors,this paper tries to solve the problem from four perspectives:cultivating the responsibility thinking of "for others",strengthening the cognition of the relationship between subject and object,paying attention to evaluation standard value regression and promoting the consciousness of science and technology ethics;As for the capital factor,it can be solved by guiding the transformation of value and decapitalization of public domain,so as to avoid the profit-seeking behavior of private domain.
