The Formation Mechanism Of Matthew Effect In Technology Transfer

Due to the comprehensive factors such as resource endowment and institutional environment,the unbalanced development of regional technological innovation is inevitable.If allowed to develop,the Matthew effect of regional technology transfer will evolve from an ordinary economic problem into a serious public management problem.Therefore,coordinating the development of regional technology and eliminating its Matthew effect has become a major task of government governance.In this context,this paper aims to reveal the formation mechanism of Matthew effect in technology transfer,so as to solve the practical dilemma of Matthew effect in technology transfer.First of all,based on the review and review of the existing literature,this paper forms the research topic,content,research methods and technical route.Based on the policy tool theory and the antecedent theory of Matthew effect in technology transfer,the theoretical framework and hypothesis model of Matthew effect in technology transfer are constructed.Secondly,hypothesis 1 was quantitatively verified by using Markov chain model,which confirmed the existence of Matthew effect in technology transfer in various regions of China.Thirdly,the panel data regression and interpretation of the results are used to test hypothesis 2-4,and the cause of the Matthew effect in China’s regional technology transfer is summarized.Finally,based on the results of hypothesis testing,the paper forms Suggestions to eliminate the Matthew effect in technology transfer.Through the above analysis,this paper forms the conclusions:first,there is Matthew effect in regional technology transfer in China.Secondly,the formation of Matthew effect in technology transfer is directly caused by the technology supplier’s own resource endowment,market demand and legal environment.The fundamental reason is that the process of technology quantity to technology quality is blocked.This paper puts forward three policy Suggestions for the formation mechanism:first,establish a linkage development mechanism to encourage cross-regional cooperation of industrial technology chain.Second,increase policy and resource support,pay attention to the training of technical personnel.Third,improve the evaluation system of resource allocation and promote the optimal allocation of technical resources.This paper systematically analyzes the mechanism of technology transfer producing Matthew effect from the perspective of public management,which enriches related researches.It also provides a systematic thought for the elimination of the Matthew effect in technology transfer and helps to improve the rational distribution of China’s science and technology resources.
