Construction of skill formation system for industrial workers is the focus of the construction and reform of industrial workers in the new era.It is beneficial to improve the skill level of industrial workers,enhance the independent innovation ability of enterprises,and also bring higher labor remuneration,more stable social security and better working environment to industrial workers,which has far-reaching significance.At present,the scale of industrial workers in Fuzhou is constantly growing,the policy environment for incentives and support is constantly optimized,and the investment in vocational skills training is constantly increasing.It has good conditions to build a system of industrial workers’ skills,There are also shortcomings and bottlenecks.For example,enterprises have heavy investment burdens,enterprises and employees’ skill training tendencies are incompatible,vocational colleges have a serious homogeneity of professional settings,vocational education teachers in emerging industries are weak,the echelon construction of manufacturing industrial workers is unsustainable,and the interests of enterprises in school-enterprise cooperation It is difficult to obtain guarantees,the skill evaluation system of industrial workers needs to be improved,etc.The survey on the needs of industrial workers for skill improvement found that the ranks of industrial workers in Fuzhou are different in terms of education,age,rank,and length of service.There are also large differences in their goals,desires,and needs for skill improvement.In the process of constructing the skill formation system for industrial workers,the formulation of industrial worker skill upgrading policies and the implementation of industrial worker skill upgrading actions must take into account the differences in individual and demand of industrial workers,adapt measures to individual conditions,ensure the scientificity and effectiveness of policy formulation.A survey of industrial workers’ satisfaction with government supply models,enterprise supply models,and training institutions’ supply models found that the satisfaction of industrial workers with different supply modes needs to be improved,the demand and supply for skill upgrading need to be further integrated,and the follow-up mechanism for skill upgrading needs to be further improved.To this end,countermeasures and suggestions are put forward from the aspects of a diversified skill input system,a cohesive skill supply system,a shared and efficient skill use system,and a positive skill evaluation system.
