| Industrial workers are an important strategic resource for economic and social development,and the improvement of skills of industrial workers is an important influence factor for realizing the transformation of industrial structure and the development of high quality of economy,and is of great significance for promoting sustainable high-quality development of our economy.Building a team of highly skilled industrial workers is an inevitable requirement for the steady progress of our economy.In the past few years,the "shortage of skilled workers" has been a difficult,difficult and gambling point in the transformation and upgrading of China’s manufacturing industry.In particular,the shortage of high-tech industrial workers restricts China’s transformation from a manufacturing power to a manufacturing power.In order to change the current situation of the shortage of highly skilled industrial workers in China and the need to support the development of China’s manufacturing industry,the CPC Central Committee and The State Council issued the Reform Plan for the Construction of Industrial workers in the New Era in 2017.The reform plan pointed out that industrial workers are the backbone force to create social wealth,drive the transformation and upgrading of China’s manufacturing industry through innovation,and are the main force to realize the great rejuvenation of the Chinese nation.It emphasizes the importance of creating a team of industrial workers who know technology and innovate,and clarifies the leading position of trade unions in the reform of the construction of industrial workers.Therefore,this study explores the countermeasures of industrial workers’ skill improvement from the perspective of labor union,and provides theoretical support for our industrial transformation and manufacturing power strategy.Firstly,based on the review and interpretation of academic literature and policy texts,this paper discusses the role of trade union work in the upgrading of industrial workers’ skills.Then,the research on industrial workers’ skill upgrading is limited to the level of prefecture-level trade unions,and the problems existing in the promotion of industrial workers’ skill upgrading in the prefecture-level city Qinhuangdao Federation of Trade Unions are comprehensively examined,and the causes of these problems are analyzed.Finally,based on causality analysis and learning from the theory of hierarchy of needs,this paper puts forward some directional and feasible improvement measures.This paper argues that the role of trade union in the improvement of industrial workers’ skills is far more than the traditional service,it should make full use of its leading position under the leadership of the party and the government to give full play to the organization,coordination,unity,guidance and other functions.Qinhuangdao Federation of Trade Unions has carried out a series of effective work in promoting the improvement of industrial workers’ skills.However,there are still some shortcomings,defects and deficiencies in the play of its role due to the low attention degree of Party and government leaders,the lack of coordination of trade unions,the strong profit-seeking and short-sightedness of enterprises and the low participation of industrial workers.Based on this,from the perspective of improving the work of trade union,this paper puts forward specific countermeasures such as strengthening the ideological construction of industrial workers,perfecting the system of improving the skills of industrial workers,promoting the formation of a joint working mechanism of school,enterprise and government,and optimizing the organizational construction of industrial workers. |
