Technology Empowerment:Internet Technology Boosts The Practical Approach Of Rural Governance

In the information age,Internet technology,as a creative force,impacts the behavior patterns of different social subjects to a certain extent and subverts the existing social order and governance structure.In the field of rural governance,the intervention of Internet technology has prompted farmers as the subject to gradually see the self-awareness and needs of the digital age,and the dissemination of information resources breaks through the limitations of time and space,but also prompts grassroots governments to use new media tools of e-government to help farmers.Provide digital services.In the past,most of the research on Internet technology was limited to technical governance,focusing more on the tool attributes of technology.This article focuses on the "empowerment" process of information technology,and how technology empowers different subjects in the field of rural governance.How is technical empowerment realized in the process of rural governance?How does technological empowerment affect the actions of different subjects in China’s rural society?This is the question to be answered in this paper.This paper selects Y Village in H Demonstration Zone in Shaanxi Province as the research site,and adopts the case study method as the main research method.Through a two-week participatory observation in Y Village in H Demonstration Zone,to understand the specific process of Internet governance in H Demonstration Zone.At the same time,sub-subjects conducted in-depth interviews with relevant personnel,and obtained valuable information such as program settings,institutional arrangements,and public feedback on Internet governance in the region.The main body of the article is divided into three parts.One is the realizing field of technological empowerment,which mainly analyzes the Internet technology as a platform for the delivery of civil voice and the government governance space,providing an interactive communication field for the political community;the second part is technological empowerment The social subject of technology empowers the people,taking individual villagers as the research object,revealing how technological empowerment promotes the rights practice process of farmers as the subject from the aspects of the right to know,the right to express and the right to participate;the third part is technology The government level of empowerment mainly explains how technological empowerment enhances government governance capabilities and credibility,and increases government authority.On the basis of summarizing existing research,this article discusses the attributes and subjects of technological empowerment,and believes that technological empowerment in rural society is a two-way empowerment of grassroots government and villagers,including the duality of "rights" and "powers." Attributes.Technological empowerment first creates a new field across time and space in rural society,which promotes interaction and communication between politics and society;two-way empowerment deconstructs the arbitrariness of administrative power,improves the channels of information dissemination,and to a certain extent realizes the discourse of farmers The return of power has promoted the awakening of the rights awareness of villagers;and grassroots cadres and the government have launched digital governance,and the interaction between the government and the people is "participated","responding"and "effective" to achieve effective governance and enhance government credibility and government authority.Finally,a few simple thoughts on technological empowerment are put forward.
