The level of government services directly reflects the service efficiency of local governments.In the process of deepening the reform of "management and service" and promoting the transformation of government governance in China,the way of supplying government services is going through big changes.Since the period of time at end of the 20 th century and the beginning of the 21 st century,all provinces(municipalities directly under the Central Government)and municipalities(autonomous regions)in China have set up administrative approval bodies at different levels,with the achievement of nearly full coverage of administrative approval bodies at both the municipal and county levels.At the same time,convenient service agencies have also been set up at towns(streets)level,to further improve the government’s capacity and level of public service.The towns(streets)convenience service agencies are in the crucial position of providing public services to the public directly.Therefore,it is necessary to evaluate the performance of government services at the town(street)level based on their actual practices.The evaluation would help examine the current operation situations of convenience service agencies,and identify the causes of problems and the possible path of optimization.This research is based on the theories of New Public Service,service-oriented government and seamless government theories.The researcher adopted methods of literature analysis,questionnaires and in-depth interviews,to examine the practice of adaptation and modification of the Balanced Scorecard model from the business sector,and analyze the adaptability of the Balanced Scorecard model based on "one strategy and four dimensions" concept.The objective is to construct a new evaluation model based on the analysis,and try to apply the new model to evaluate the performance of the convenience service agencies at towns(streets)level of Lizhou District,Guangyuan City.And through the evaluation,problems of unclear legal status,unstructured relationship and inadequate staffing have been identified.Based on the actual situations of the district,the researcher come up with recommendations to improve the level and capabilities of convenience service,including insisting on the correct orientation of citizen service,strengthening the standardization of citizen service,building a strong citizen service personnel team,and implementing citizen service funding and guarantee.The purpose of conducting the research in Lizhou District,Guangyuan City,is to provide valuable reference for building more efficient convenience service agencies at town(street)level,so as to meet the public service needs of those newly settled residents relocated by the administrative division adjustment policy.
