As a special social organization providing public services in China,public institutions have played an important role in the management and service of social affairs and the maintenance and promotion of social public interests.With the continuous development of public institutions,a group of non-staff personnel of public institutions has emerged,and has gradually attracted social attention.As a public welfare class Ⅱ institution,geological exploration units can allocate some resources through the market to a certain extent,but their staffing cannot be allocated by the market.The labor shortage of geological exploration units is relatively prominent,which leads to the employment of a large number of non-staff personnel in geological exploration units to maintain the normal development of work tasks.The management of non-staff personnel has become a practical problem faced by geological exploration units.By studying the problem of non-staff personnel in public institutions in China,combined with the investigation,this paper expounds the characteristics of non staff employment in geological exploration units of K geological and mineral system.Using the grounded theory method,this paper summarizes 8 practical concern elements of non-staff personnel in 4 categories,including staffing status,employment development prospect,salary,job promotion,professional and technical training,professional title promotion,job adaptability and field job safety.The focus that needs to be paid attention to in the management process of non-staff personnel in geological exploration units is deduced from the realistic attention elements of non-staff personnel.A questionnaire was designed according to the focus of non-staff personnel of geological exploration units,and a questionnaire survey was conducted on 545 non-staff personnel from 13 geological exploration units in K geological and mineral system.Through investigation and analysis,it is concluded that the main problems existing in the management of non-staff personnel in geological exploration units are the lack of overall planning for non staff employment,unscientific job placement,gap in salary,limited job promotion,insufficient professional and technical training and weak attraction to non-staff personnel.Combined with interviews and research,the causes of the problems are analyzed as follows:the frequent employment flow of non-staff personnel in geological exploration units,the interference of job placement by human factors,the insurmountable gap between policies and systems,the obstacles of promotion mechanism,the lack of care mechanism,and the competitiveness of public institutions is weaker than that of enterprises.Based on the analysis and reflection of management theories such as relative deprivation theory,attribution demand theory and uncertain management theory,this paper puts forward six countermeasures and suggestions to improve the management of non-staff personnel in geological exploration units,which are to strengthen the overall planning,classification and echelon training of non-staff personnel,give consideration to fairness in the employment and post placement of non-staff personnel,coordinate the salary of non-staff personnel to reflect equal pay for equal work,explore the work promotion mechanism of non-staff personnel in multiple ways and channels,enhance the planning,practicability and pertinence of professional and technical training,establish an incentive and care mechanism to strengthen the attraction to non-staff talents.
