Study On The Development Of Geological Prospecting Units In Guangxi After Classification Reform

The reform of classification of geological prospecting institutions can be divided into four stages.From 2010 to 2013,as the pilot stage of reform,geological prospecting units in five provinces(cities)of Zhejiang,Shanxi,Chongqing,Shanghai and Guangdong were selected as the pilot of the classification reform of enterprises;from 2010 to 2013,as the exploration stage of enterprise transformation,Shaanxi,Jiangsu and Inner Mongolia Autonomous Region took the lead in the reform,combining their respective regional characteristics.The reform work has achieved remarkable results;from 2013 to 2014,as the stage of establishing public welfare institutions,China's economic development has changed to medium-high-speed growth with innovation-driven as the core since 2013,the state's investment in geological prospecting industry has decreased,and the economic benefits of geological prospecting industry have declined,forcing geological prospecting units to transform into public welfare institutions;from 2014 to now,the state has encouraged branches in a multi-classification stage.With the reform of classification of enterprises in geological prospecting units of provinces(districts and municipalities),we should actively integrate into the market economy.Under the attention and leadership of the central and local governments,geological prospecting institutions have undergone historic changes.Under the background of deepening the reform in an all-round way,the reform of geological prospecting has entered a critical period of transformation and upgrading.The remaining problems of geological prospecting units are gradually emerging.How to optimize the layout of internal structural projects to adapt to the steady growth of the economic market.With the continuous advancement of ecological civilization construction,how to adjust a series of environmental protection policies issued by the state is the key to the success of the classification reform.Therefore,it is necessary to summarize the achievements and exposed problems at the deep-water stage of the reform of geological prospecting units,and put forward suggestions for development ideas,new development directions and new fields in the light of relevant national policies and regulations.Taking Guangxi Geological and Mineral Bureau as an example,this paper mainly analyses the reform process and current situation of geological prospecting units in Guangxi,several models of national classification reform,and the development of public welfare geological prospecting units and commercial geological prospecting units by using the methods of literature research,social investigation and policy analysis.It is concluded that public welfare geological prospecting units should enhance the awareness of public welfare and service.Find out the function orientation,make clear the function and better serve the society;promote the system and mechanism,and actively adjust the geological prospecting units of the second category of public welfare to comply with the reform;strengthen the construction of talent team to better serve the economic and social development of Guangxi.For commercial geological prospecting units,the state should speed up the formulation of policy guarantees,and improve the commercial geological prospecting market system to solve the worries of geological prospecting units.Commercial geological prospecting units need to take an active part in the market,resolve excess capacity and seize the opportunity of "one belt and one" to promote resource cooperation at home and abroad.
