| With the development of economy and society,system reform and social civilization,the responsibilities and work undertaken by Party and government organs and institutions at all levels are becoming more and more complex,which also puts forward higher requirements for the comprehensive quality and ability of government staff.In this environment,the number of staff in full accordance with the policy can no longer meet the objective needs of government operation,and a large number of non staff personnel came into being.Taking g District of Y City as an example,the number of non staff personnel in organs and institutions has increased from two or three hundred before 2001 to more than 3100 in 2020,of which more than 420 refer to the welfare and treatment of civil servants and non staff personnel.The work content of non staff personnel covers almost all administrative services such as document handling,law enforcement,logistics and window services.It has become a very common phenomenon for organs and institutions to recruit non staff personnel.The number of non staff personnel who pay wages,benefits and benefits with reference to the standards of on staff personnel is increasing,and non staff personnel and on staff personnel will coexist for a long time.Taking the management of non staff personnel in G District of Y City as the research object,this paper selects the relevant situation of non staff personnel in G District of Y City as a case study,which has certain typicality and practical significance.Combined with the knowledge of public management and other disciplines,as well as the government performance management theory,Maslow’s demand hierarchy theory,equity theory and role identity theory,this paper comprehensively uses the literature research method and case study method,Conduct in-depth research and Discussion on the issue of non staff personnel in the region.The survey found that although the advantages of non staff personnel have effectively filled the lack of administrative power,there are also some defects,such as insufficient management standardization,lax recruitment procedures,large salary and welfare gap,insufficient assessment and training,poor working condition and so on.Combined with relevant knowledge and practical cases,this paper analyzes the causes of the problems,including the lack of special management institutions,the failure to establish a unified recruitment mode,the failure to set a unified salary system,the imperfect vocational training system and the lack of room for improvement,and puts forward the countermeasures to solve the problems:establishing special management methods,straightening out the employment mechanism of non staff personnel,establishing a matching salary system,strengthening assessment and training Set up a reasonable promotion system to achieve the effect of strict"entrance" and orderly management,so as to effectively give play to the efficiency of non staff personnel management of organs and institutions,and lay a solid foundation for the concise and efficient operation of organs and institutions. |
