Study On The Governance Model Of Grassroots "Party Building+Grid" Under The Rural Revitalization Strategy

At present,China’s rural areas have entered a new stage of comprehensive revitalization,and rural revitalization and effective governance are the foundation.Under the strategy of rural revitalization,the state promotes the downward shift of governance resources and center of gravity,puts forward new requirements for rural governance subjects,governance objects,governance mechanisms and governance tools,etc.,and further forms rural governance subjects with core overall planning,while strengthening the innovation and reform of rural governance mechanisms.Grid management model as a useful tool for rural governance innovation to explore,in the practice of rural governance to promote the extension of the grass-roots governance chain,governance refinement,but also face administrative tendencies,insufficient interaction between dots and lines and insufficient activation of endogenous good governance elements and other practical problems,the national "Rural Revitalization Strategic Plan(2018-2022)" pointed out that it is necessary to strengthen the overall leadership of rural grass-roots party organizations over rural revitalization,with the construction of rural grass-roots party organizations as the main line,leading grass-roots governance,and promoting reform and development.This leads to the practical exploration of integrating the role of party building with the grid management model,forming a "party building + grid" governance model,leading strong village good governance with party building,and digitally empowering rural governance.On the basis of clearly and comprehensively interpreting the essence of the "party building + grid" governance model,the coupling between it and the structure of the rural good governance mechanism is found.From the framework of good rural governance,the connotation of the "party building + grid" governance model and its further reconstruction of the grid management model are explained,and its theoretical feasibility is analyzed,and it is believed that party building + grid reshapes the legitimacy resources of the grass-roots level and forms the leadership core of grass-roots social governance.Through the interconnection of grass-roots party organizations and the grid,promote the sinking of grass-roots social governance resources and services,and then form a grassroots social governance community,activate the elements of good governance in rural areas through horizontal consultation and interaction,and transform the logic of rural governance from administrative absorption autonomy to multi-subject consultation and co-governance,thereby promoting the innovation of rural governance mechanisms.Under the strategy of rural revitalization,N Town promotes the reform of the grass-roots social governance mechanism,"empowers the township government",and explores the practice form of "party building + grid" governance.This study is guided by the exploration and operation mechanism and problems of the "party building + grid" governance practice,comprehensively uses the literature research method and the case analysis method,summarizes the operation mechanism of the "party building + grid" governance practice from the special form of its practical operation,and analyzes the problems and weak links in the practical operation process from the two dimensions of its own construction and function.On the basis of clarifying the relevant issues,based on the mechanism of good rural governance and the framework of grass-roots social logic analysis,starting from the three dimensions of objective elements,endogenous logic and self-attributes,based on the tension between administrative downshift and grass-roots autonomy,the integration between government-led and pluralistic interactions,and the balance of authority integration and service functions,the generation logic of the current "party building +grid" governance practice is expounded.With reference to the practical experience of other regions,further optimize the "party building + grid" governance model,and provide a feasible reference for promoting the reform and innovation of grass-roots social governance mechanisms under the rural revitalization strategy,so as to promote the effectiveness of rural governance.
