Research On The Function Mechanism Of Pivotal Social Organization In Promoting The Orderly Purchase Of Public Services By The Government

With the increasing demand for socialized services in China,the practice of government purchasing services has been carried out in large numbers.However,due to the problems of orderly guidance,the purchasing effect of some socialized services is not good,resulting in a series of bad problems such as resource waste and disorderly competition of social organizations.It is urgent to find a solution to orderly guide the government to purchase services.Among many methods,one solution that is getting more and more attention at present is the cultivation and operation of pivotal social organization that serve as a bridge between the government and the social organizations.However,as an alternative governance subject,the pivotal social organization has only been developed in China for more than ten years,and this method has just started.The initial results need more practice and related research to promote the effectiveness of hub-like social organizations in orderly guiding the government to purchase services.This study takes the operation of ’Yuan Gong Hui’ platform in S City Industrial Park as an example,through case study,in-depth investigation on the spot,collecting first-hand research data,and participating in the practice process of orderly purchasing public services by the government.Starting with understanding the role orientation and function of hub-like organizations,this study investigates the steps and actual operation logic of pivotal organization entering the field of government purchasing services by using normative analysis method,focusing on the analysis of the role mechanism of case pivotal social organization in promoting the orderly purchasing of public services by the government.It is found that,in the case,’Yuan Gong Hui’ platform participates in the process of government purchasing public services as a pivotal social organization,and it can effectively promote the orderly regulation of S city industrial park government purchasing public services through ’expression and demand mechanism’,’resource integration and mobilization mechanism’,’communication mechanism’ and’supervision and evaluation mechanism’.
