Research On The Service Of Dalian Zhongshan District Government To Purchase Social Organizations

With the rapid development of current social service,the government,as the only provider of public service,is unable to meet the increasing demand from the society.Under such situation,the non-profit,high professional quality and flexibility social organizations are increasingly highlighted in public service area.Meanwhile,the government is gradually promoting the rapid development of public services which has also issued a series of directive and standard documents,such as the Guidance on Government Buy Service from Society in September 2013.As the main provider of social service,although the government has been restricted by its single character,it is still the most important power to promote the purchase service.Hence the research on the purchase of public services by local governments is of great significance in saving the cost,improving the quality,promoting the development of social organizations and meeting the needs of public service.This paper takes the purchasing service relationship between local government and the social organizations as research object,and takes Dalian Zhongshan District as an example to discuss the discovered problems.The government purchase service is difficult to be fully functional due to the original public service provide mode and unable to be effectively complementary with government traditional public functions,and which also can not meet the expected result due to the lack of standard and supervision.The reasons of these problems are complicated and influenced by all kinds of mental cognitions,systems and local regions,including the cognition of social and government,social organizations development environment,and the sound standards and supervisions.At the same time,this paper discussed the next necessary trend of reform for government purchasing service,and which still need to continuously sum up mode,expand way of thinking,actively change thought,transform the simplification to diversification,and make up the public service ability of government through social organizations to optimize government functions and provide excellent development environment for social organizations and comprehensive social foundation.With the supporting of perfect,healthy and effective rules and regulations,we can improve the recognition and confidence from the government and society.The long-term,standard,comprehensive,optimized and high-efficiency new mode can be developed through summarize current experience and problems,and strengthen the viability of purchasing service.
