Research On The Operation Mechanism Of Embedded Elderly Service In Urban Communities In China

With the change of society,factors such as the declining fertility rate and the miniaturization of family structure make it difficult for the traditional nuclear family to shoulder the burden of supporting the aged alone,and the nursing function of the traditional family is gradually weakened,requiring the participation of social forces.At present,China proposes to build a home-based,community-based and institution-based social old-age service system.On this basis,each region gradually develops certain local characteristics.Shanghai’s 9073 and Beijing’s 9064 are representatives of local characteristics,both of which promote the further development of China’s social old-age service system to a certain extent.Now,a new social pension service--community embedded pension arises at the historic moment.It realizes the integration of subjects,resources and other aspects relying on the community platform.In 2013,Shanghai took the lead to carry out the implementation of community embedded elderly care service nationwide.It started from the elderly care home and has been running for 8 years,with various forms and rich experience.Subsequently,Beijing,Shijiazhuang,Nanjing,Chongqing,Hefei and many other cities also gradually launched,and developed embedded community elderly care services with local characteristics.Because the community embedded endowment caters to the desire of the old people to live in peace and security,in line with the tradition of "family endowment" in China,it is known as "the nursing home on the doorstep".Therefore,to some extent,community embedded pension service is more in line with Chinese pension habits,in line with Chinese tradition and with Chinese characteristics.The theory of mixed economy of welfare emphasizes the plurality of the main body of welfare supply,which gradually develops from the original single main body to the collection of the state,market,family and voluntary organizations.The embedded community pension service is the actual embodiment of the concept of "welfare mixing",which relies on the community platform to realize the integration of government,market,family and voluntary organizations,and forms an integrated social service.As a new form of social service supply,integrated social service realizes the "integration" at the specific level through the way of policy,institution integration and function integration.Since community embedded pension service has its own characteristics of resource integration,this paper proposes an analysis framework of operation mechanism of community embedded pension service from the perspective of integrated social service based on the above four integration aspects.By reviewing the related literature,this paper embedded community endowment service operating mechanism can be divided into capital,service,organization,evaluation four aspects,and in Shanghai,for example,in the framework of integrated social service,to our country city community embedded endowment service operating mechanism study,thus promote community endowment service embedded in the nationwide.This paper argues that the operating mechanism of embedded pension service in urban communities in China is as follows: multiple financing mechanism,service combination mechanism,organization coordination mechanism and evaluation and integration mechanism.Since Shanghai is the city with the earliest and most mature development of embedded pension service in urban communities in China,a relatively systematic "integrated" operation mechanism has been formed.Therefore,this paper studies the operation mechanism of embedded pension service in Shanghai communities to explore its internal operation rules.Therefore,it is of great significance for the development of embedded pension service in urban communities in China to spread it to the whole country.By summarizing the practical situation of Shanghai,it is found that the operating mechanism of embedded old-age service in urban communities in China is still in the stage of "partial integration",and has not yet achieved complete integration.The main existing problems are: first,the initial stage of the source of funds is relatively single,the supply proportion is not balanced;Second,the community workload is increasing and the social forces are not embedded enough.Third,the combination of multi-level services is not sufficient,mainly to meet basic needs;Fourth,the regulatory evaluation standards are relatively single,lack of diversity and dynamics.In view of the problems existing in the operation mechanism of embedded old-age service in urban communities in China,this paper raises some measures and suggestions to promote the further integration of embedded old-age service in communities.First,to strengthen the main responsibility of the government,increase the government policy support;Second,broaden the channels of capital sources and build a stable capital chain;The third is to clarify the main division of labor and cooperation,and promote the main collaborative supply;Fourth,"policy +technology" dual drive,strengthen community status and function;Fifth,improve relevant service standards and promote the standardized construction of elderly care services.
