| Vocational education is an important part of our country’s education system.Higher vocational colleges has delivered a large number of skilled and high-quality talents for our country’s social and economic industries.The development of higher vocational colleges requires not only the reform and development of vocational education,but also the talent strategy of our country.It’s an important content of development.The policy of integration of production and education is an important part of the reform and development of higher vocational colleges,and it is also a long-term strategy for our country to promote economic development and solve the contradiction between talent supply and demand.As a major education province in the country,the development of higher vocational colleges in Hubei Province lags behind that of other provinces,and the implementation of the integration policy of industry and education in higher vocational colleges in Hubei Province is not satisfactory.The survey found that policies often appear in the implementation of integration of industry and education.Execution deviations such as false execution,symbolic execution and selective execution of the company have severely affected the smooth cooperation between higher vocational colleges and industries in Hubei Province and hindered the implementation of the talent strategy for economic development in Hubei Province.Therefore,this article aims to take the implementation of Hubei Higher Vocational Colleges Industry-Education Integration Policy as the research content,and use Smith’s policy implementation theory as the basis to discover the Hubei Province’s higher education industry from four aspects: policy formulation,policy implementation agency,target group,and policy implementation environment.The issue of the implementation of the integration of education policy.The survey found that the implementation of the integration of production and education in higher vocational colleges in Hubei Province.From the perspective of policy formulation,the content has problems such as lack of top-level policy content,unclear policy objectives,and imperfect supervision of policies.In addition,the lack of uniform standards and evaluation standards for policy effects is also a lack of policy formulation links;from the perspective of policy implementation agencies,policy implementation agencies lack experience in implementing policies for integration of production and education and lack of policy pilots;from the perspective of target groups,target groups include schools,Students,teachers,and companies do not understand the content of the policy,and the target group’s low sense of participation in the policy is significant;from the perspective of the policy environment,vocational colleges lacks attractiveness and social recognition,and the related supporting laws and regulations are imperfect,etc.These problems have caused the false reporting of school-enterprise cooperation projects,selective implementation of policy content,and symbolic implementation of the company’s symbolic implementation during the implementation of Hubei’s higher vocational colleges’ production-education integration policy.By using grounded theory,this paper also attempts to give corresponding suggestions,for example,perfecting the top-level design of policies,clarifying policy objectives and the division of powers and responsibilities for policies,which will help policy implementation agencies to assume responsibility for policy implementation and strengthen the construction of demonstration pilots.Providing experience for policy implementation,allowing the target groups to have a better understanding of the content of the policy so as to actively participate in the implementation of the policy of integration of production and education.In addition,optimizing the policy environment,establishing and improving relevant laws,regulations,and policy supervision mechanisms are all conducive to the development of higher vocational colleges in Hubei Province.The smooth implementation of the policy of integration of production and education. |
