Research On The Implementation Of National Financial Aid Policy In Higher Vocational Colleges

The higher vocational colleges play an important part in higher education,taking on heavy responsibility for training the both practical and technical talents for society.There are 12 higher vocational colleges in Quanzhou,which play an important part of higher education in Quanzhou.Every year,a great number of professional talents are trained for Quanzhou and even the whole province of Fujian.However,there are some problems in the implementation of the national financial aid policy,which affect the effective implementation of the national financial aid policy.Firstly,this paper expounds the related concepts of national financial aid policy and public policy implementation,and analyzes Smith’s policy implementation process model.On this basis,the paper analyzes the content of the national financial aid policy in Quanzhou vocational colleges,and discusses the implementation status of the national financial aid policy in Quanzhou vocational colleges.The main problems existing in the current national financial aid policy of higher vocational colleges in Quanzhou are as follows: The intensity and breadth of financial aid cannot meet the needs of poor students,the feedback of financial aid is poor,the object of financial aid policy implementation is not accurate,and the management level of financial aid policy implementation is low.By applying the Smith’s model,the causes of the problems are as follows: the lack of special investment in local colleges of national financial aid,the weak implementation of national financial aid,the unscientific identification system of financial aid objects in national financial aid policy,and the environment of policy implementation is in poor condition.Finally draw lessons from American Pell Grants policy implementation in American community college,combined with the actual condition of Quanzhou in vocational education,the improvement of the national financial aid policy respectively from colleges,colleges state grants to improve of the actuator,college national grant object that enhanced scientific,college national financial aid policy executionenvironment optimization of several aspects,such as put forward the countermeasures of optimizing college national financial aid policy execution.
