With the gradual promulgation and implementation of national policy documents,vocational education has been gradually valued and its status has been improved.The author has analyzed 66 policy texts related to the integration of industry and education at all levels since 2014-2021,including 54 issued at the national level,6 at the provincial level,and 6 at the municipal level.The number of documents is on the rise,and the construction of integration of industry and education has also achieved certain results,such as increased investment in vocational education,gradual expansion of the scale The degree of emphasis has been increased,the number of students has gradually increased,and the participation of enterprises integrating industry and education has been improved.However,according to the research of G secondary vocational school,and the documents issued by the state and local authorities,the effectiveness of policy implementation has a certain one-sided pursuit of digital benefits.The policy content is dominated by vocational colleges,and the integration of industry and education in secondary vocational schools has been ignored.There are very few systems related to the integration of industry and education in high school,The integration of industry and education in secondary vocational schools is in an awkward situation,lacking targeted policy support and effective guarantee in policy implementation.Through the survey and interview with teachers and students of G secondary vocational school,it is found that teachers and students do not have a high degree of understanding of the policy documents,the impact of the implementation of the policy on teachers and students is not high,and teachers and students have a high willingness to participate in the integration of production and education,but the willingness of enterprises to participate is not high,so there are still problems such as the disconnection between the ideal environment and the actual situation in the design and formulation of the policy for the integration of production and education in secondary vocational education.From the perspective of Smith’s policy implementation model,drawing on the experience of industry and education integration in vocational education in developed countries such as the United Kingdom and Germany,the author investigated the effect of the implementation of industry and education integration policy in Yiwu secondary vocational education and its influencing factors through literature method and questionnaire survey,combined with the case of G secondary vocational school to analyze the policy implementation image,and through the image deviation Attribution is made from four aspects: target groups and policy environment,actively exploring how to make use of the existing conditions to make the policy formulation of the integration of production and education in secondary vocational education more effective from the perspective of collaboration,constantly strengthening the awareness and ability of policy implementers to perform their functions,strengthening collaboration and communication among relevant subjects,and promoting the participation of schools,industries and other parties,Optimizing the allocation of policy implementation resources and other key issues related to the implementation of the integration of industry and education policy in secondary vocational schools.It provides theoretical and practical reference for the in-depth development of the integration of industry and education in secondary vocational education,and provides empirical cases for other vocational education policy research.
