Research On International Cooperation In The Management Of Global Public Health Emergencies

In recent years,global public health emergencies have occurred frequently,for examples,from the outbreak of a typical pneumonia caused by the SARS Corona Virus in 2003 to the spread of influenza A(H1N1)in 2009,the out-of-control Ebola Corona Virus in 2014,and the Corona Virus Disease 2019 pneumonia epidemic,these public health emergencies are global,sudden,and lasting.What’s more,they would cause direct and harmful impaction on the development of international politics and economy,the peace and stability of the international community.,including public health around the world.Viruses know no borders.and In the face of various threats affecting global public health security,no country can be immune,and no country can completely get out of the haze on its own.Therefore,international cooperation to deal with global public issues is an inevitable choice for the global governance of the international community.At present,there are three main modes of international cooperation in the governance of global public health emergencies: the first is the mode of health hegemony,the second is the mode of "multilateralism" cooperation,the third is the mode of "opportunistic" cooperation.Under the regional international cooperation mechanism,the multi-centralized international cooperation mechanism and the global cooperation mechanism led by the World Health Organization,various international organizations play a pivotal role in the management of global public health emergencies,contributing to how to solve global public health problems of international cooperation.Nowadays,the international cooperation in the governance of global public health emergencies still has the following dilemmas.Firstly,international cooperation is difficult to get rid of the shackles of major powers,affected by practical factors,most international organizations and international systems are subject to the constraints of sovereign countries.Secondly,the cost of public goods has become increasingly prominent,and "free-rider" behavior is still in common.Thirdly,there is a certain gap in the governance capabilities of countries,which leads to the differentiation of the international cooperation system.The suggestions to the above predicament should start from the following three aspects.First of all,it’s essential to strengthen the concept of collective identity of all countries and deepen the concept of a community with a shared future for mankind,and provide value recognition for creating and maintaining world peace.Then,it is significant to formulate and abide by the legal norms of international cooperation and strengthen self-discipline.At the same time,trying to strengthen the supervision of state behavior.Last but not least,making efforts to create a new mechanism for international cooperation in the governance of global public health emergencies,establish a global public health emergency management process mechanism as well as an international coordination mechanism,an all-round guarantee mechanism,and the sharing of crisis risks and responsibilities.
