| The proportion of marine economy and water transportation economy in the transportation economy is increasing.The 14 th five-year plan of the central government especially emphasizes the need to focus on the construction of China’s maritime system,which puts forward higher requirements for the maritime law enforcement level of local maritime administrations.In all the work of the maritime administration,the maritime law enforcement directly facing the grass-roots level plays the most fundamental and important role in the whole maritime system.Whether the maritime law enforcement of grass-roots units is strictly standardised,whether the work responsibilities are implemented and whether the law enforcement work is efficient are related to all aspects of the shipping industry,relevant enterprises and the people.Therefore,it is essential to improve the law enforcement ability of the maritime department in the process of maritime law enforcement.In this context,how to reasonably solve the problems faced by the maritime department in the process of maritime law enforcement has become the focus of the research.Based on this,taking Z maritime safety administration as the research object and based on the actual situation of its maritime law enforcement,this paper aims to provide practical solutions for its practical problems in maritime law enforcement.Firstly,the article analyzes the basic situation of the law enforcement subject,infrastructure and specific law enforcement business of Z maritime safety administration.Secondly,it analyzes the interview and investigation results of maritime law enforcement and comes to the conclusion that its maritime law enforcement ability needs to be improved,and there are shortcomings in responsibility specification,emergency rescue,talent construction and so on.The specific problems are low object satisfaction,inadequate implementation of individual personnel,increased difficulty in water supervision,relatively tight resource guarantee and weak law enforcement ability.Then,based on the comprehensive management theory,this paper analyses the reasons for these problems in the current law enforcement process,including the lack of law enforcement training,the lack of good regulatory incentives,the lack of emergency rescue drills,the lack of investment in equipment construction and the lack of law enforcement personnel.Finally,according to the interdepartmental coordination theory and public administration theory,this paper suggest some policy suggestions to strengthen law enforcement norms and improve supervision and incentive. |
