| The construction of ecological civilization is an important part of the cause of socialism with Chinese characteristics.It is related to the well-being of the people,the future of the nation,and the realization of the "two centenary goals" and the realization of the Chinese dream of the great rejuvenation of the Chinese nation.As an administrative supervision mechanism,the Central Environmental Protection Supervision System is committed to overcoming the shortcomings of the traditional bureaucratic management system,promoting the implementation of national ecological environment policies with supervision,and taking a high-quality development path.This paper synthesizes the theories of political science,public administration,economics,law and other related disciplines,studies the operation of the environmental protection supervision system in Inner Mongolia Autonomous Region from the perspective of procedural justice,draws the operation diagram of the environmental protection supervision system under the "entrust-agent" framework,and clarifies the operation.It summarizes the procedural justice problems existing in each link of the system operation,makes injustice attribution,and then proposes the optimal path selection for the operation of the environmental protection supervision system,so as to provide procedural justice guarantee for the operation of the environmental protection supervision system.Discussions on environmental inspectors such as "Inspector is a means,not an end","Doing a good job in the ’second half article’ of environmental inspectors" require attention and optimization of all aspects of the operation of the environmental inspector system.On the basis of expounding the source of the environmental protection supervision system and the development history of the environmental protection supervision system in Inner Mongolia,this paper analyzes the operation path of the system under the framework of "entrustment-agent",and divides the operation of the system into three links from the perspective of the main body of entrustment and agency: the early stage of supervision,the The supervision and rectification link and the supervision accountability link,the three links correct and restrain the government’s administrative behavior through administrative supervision,policy implementation and accountability.The field of environmental supervision in Inner Mongolia has a more complex hierarchy,and in the operation of the system,parts of the entrusting party and the agent are blurred in the supervision and rectification links.This paper believes that the current operation of the environmental protection supervision system in Inner Mongolia has the following obstacles to procedural justice: the construction of the work system is not comprehensive;the main responsibility is not implemented in place;the accountability system is not clear.This article demonstrates the existing procedural justice issues through the relevant regulations of environmental protection inspectors,cases of feedback from inspectors in Inner Mongolia Autonomous Region,and interviews.The third part of this paper is attributable to procedural injustice as follows: the design of the supervision system needs to be improved,including the division of supervision responsibilities,personnel management system,and internal working mechanism;the implementation of rectification responsibilities urgently needs to be standardized,including rectification of contradictions,rectification responsibility,and rectification supervision;There are omissions in the systematic construction of accountability links,including accountability mechanisms,information disclosure,and accountability basis.In the fourth and fifth parts of this paper,based on the practice of procedural justice in the supervision system at home and abroad,especially on the basis of the environmental protection supervision measures of other provinces,the paper proposes the guarantee path of the operation process of the environmental protection supervision system in Inner Mongolia: build a scientific internal working system to achieve efficient environmental protection Inspectors include justice in division of duties,justice in personnel management,and justice in internal mechanisms;improve the standardization of rectification implementation links,and promote the fulfillment of rectification responsibilities,including rectification basis justice,responsibility transmission justice,and rectification implementation justice;build a sound supervisory accountability system,strict party Government accountability,including accountability mechanism justice,public participation justice,and accountability basis justice.To give full play to the effectiveness of the environmental protection supervision system,it is necessary to realize the optimization of the whole process and all links,to do a good job in the "second half of the article" of the supervision with a comprehensive,rigorous and procedural justice administrative supervision process.Promote the construction of ecological civilization in Inner Mongolia Autonomous Region with efficient environmental protection inspectors. |
