Based on the perspective of non-market strategy,this study examines the relevant issues of prevention of legitimacy risk of Sino-Myanmar enterprise cooperation projects.This study has the following two aspects of necessity: from the practical background,in the contest of China-Myanmar jointly building the“Belt and Road”,it has brought many challenges to the smooth development of Sino-Myanmar enterprise cooperation projects because of the changes in the process of Myanmar’s social transformation and the unfavorable factors incurred by cooperation projects themselves.From the theoretical background,in the existing literature,there are few studies that directly consider the legitimacy risk of Sino-Myanmar enterprise cooperation projects as an object,and studies pay insufficient attention to the dynamic analysis and prevention strategies of the legitimacy risk of Sino-Myanmar enterprise cooperation projects.Therefore,the topic of this study is of great practical significance for understanding prevention of legitimacy risk of Sino-Myanmar enterprise cooperation projects in the context of China-Myanmar jointly building the “Belt and Road”.This study first explains the concepts and existing research related to legitimacy risk,non-market strategy and Sino-Myanmar enterprise cooperation projects risk,and then selects the Myanmar Letpadaung Copper Mine Project and the Myanmar-China Oil and Gas Pipeline Project as a double-case study,which have encountered higher risk.The specific research content is carried out according to the logical framework of "risk identification-risk factors analysis(risk-inducing factors analysis)– risk prevention",including three major sections:First,based on the perspective of non-market strategy,this study uses the coding technology of grounded theory to identify the legitimacy risk of Sino-Myanmar enterprise cooperation projects for case projects.It identifies 3risk categories and 11 risk sub-categories,and builds the legitimacy risk factors model of Sino-Myanmar enterprise cooperation projects.It is found that the legitimacy risk factors of Sino-Myanmar enterprise cooperation projects mainly come from practical legitimacy risk,moral legitimacy risk and cognitive legitimacy risk.Practical legitimacy risks include Myanmar government interference risk,party conflict risk,third-party political forces interference risk and NGO interference risk.Moral legitimacy risks include material compensation risk,environmental safety risk and religious conflict risk.Cognitive legitimacy risks include Myanmar people’s anti-junta sentiment risk,Myanmar people’s negative impression of China risk,public opinion destruction risk and polarization of group appeals risk.Second,based on the perspective of non-market strategy,this study applies the ISM-AHP method to analyze the legitimacy risk factors of Sino-Myanmar enterprise cooperation projects in case projects.It builds the interpretive structural model of the legitimacy risk factors of Sino-Myanmar enterprise cooperation projects and determines the role weights of the legitimacy risk factors of Sino-Myanmar enterprise cooperation projects.It considers that regarding the role relationships among the legitimacy risk factors of Sino-Myanmar enterprise cooperation projects: from the perspective of risk layers,it contains the surface layer risk factors,the middle layer risk factors and the root layer risk factors;from the perspective of risk factors,the three key risk factors are third-party political forces interference risk,polarization of group appeals risk and Myanmar government interference risk.Third,from the perspective of non-market strategy,on the basis of comprehensively grasping the relationship between legitimacy risk factors of Sino-Myanmar enterprise cooperation projects,this study proposes three types of risk prevention strategies for legitimacy risk prevention of Sino-Myanmar enterprise cooperation projects based on the principles and types of risk prevention strategies.They are the adaptive prevention strategy to prevent moral legitimacy risk,the debugging and grooming strategy to prevent practical legitimacy risk,and the reform activation strategy to prevent cognitive legitimacy risk.This study not only enriches the research on legitimacy risk prevention of Sino-Myanmar enterprise cooperation projects,but also provides certain reference value for Sino-Myanmar enterprise cooperation projects to prevent legitimacy risk in practice.
