Research On The Risk Management Of PPP Project Of Government Enterprise Cooperation

With the rapid development of China’s economic strength and the urban and rural areas,more and more infrastructure construction needs to be done to improve people’s living standards.As a model of cooperation between government and enterprises,PPP model has been gradually promoted in China.This model can improve the management efficiency of the government on projects,reduce the financing cost of the government,and give the capital a new investment point.However,most of the PPP projects have long cycle,huge investment and many risk factors.By summarizing the relevant documents of PPP projects,this paper carries out risk identification,risk assessment and risk control for the project of Shangcheng Avenue tunnel in Yiwu City.Hopefully this paper can provide reference for the similar projects in China,prevents risks in projects,greatly improves the efficiency of capital use,and avoids increasing project costs due to risks.The ultimate goal is to maximize the interests of all parties.Based on various theories,this paper summarizes the development of PPP projects at home and abroad in each stages by means of literature research,systematically discusses the PPP model,and focuses on the specific path of risk identification,assessment and control.This paper takes Yiwu Shangcheng Avenue tunnel project as an example,and through the analysis of domestic and foreign literature,it identifies 9categories and 27 sub-categories of risk factors.In order to obtain relevant data,this paper adopts the method of questionnaire survey and issues 50 "risk index weight judgment questionnaire" and 50 "risk index assessment questionnaire" respectively.The former uses AHP method to calculate the weighted ranking of risk index,while the latter uses Fuzzy method to calculate the risk assessment levels.The risk levels of Yiwu Shangcheng Avenue tunnel project are defined,and on the basis of risk assessment,the rights and responsibilities of each risk factor are combined,and the relevant risk control measures are adopted,including risk avoidance measures to reduce the impact of risk factors.Risk acceptance is the self-acceptance of losses by means of reserves or other means provided in advance.Risk mitigation requires the establishment of a complete system for effective prevention and control.Risk transfer means that risks are assumed by other subjects through various means or channels.It can be seen from the case that China’s PPP model projects have great potential,but there are still deficiencies in risk control,such as incomplete relevant laws and regulations,loopholes in the management system,unclear division,weak ability of risk control and other problems.The research conclusions of this paper can provide effective reference for the risk management of other PPP projects.It is expected to play an active role in the management and decision-making of PPP projects in China.
