The State-owned Enterprise Risk Prevention

Under the market economy condition, risks exist objectively and widely during the process of financing, investment, fund operation and dividend of every enterprise, and have such important influence in enterprises' operating objectives that people are unable to ignore and avoid them. How to take precautions against various kinds of risks and crises effectively, and how to pursue better innovation and development, need badly being studied and solved nowadays already in enterprises, especially state-owned enterprises.Seeing the weak situation of the risk precaution of state-owned enterprises at present, this paper proceeds with basic theories of the risk, combines the concrete conditions of state-owned enterprises, and studies how to take precautions against the problem in the state-owned enterprises. The paper divides into four parts altogether.In the first part, the paper explains the relevant concepts and theories of the risk and enterprise's risk at first, then introduces the meaning, principles, and methods of enterprises' risk precaution, at last puts forward concrete thinking about risk precaution directly against state-owned enterprises, namely setting up and amplifying corporate governance structure, perfecting the inside control system, and structuring the early warning system of financial affairs of state-owned enterprises.In the second part, the paper explains the relevant concepts and theories of enterprise's corporate governance structure at first, and introduces the relationship between amplifying the enterprise's corporate governance structure and enterprise's risk precaution, then proposes the corresponding countermeasures to the current situation of governance structure of state-owned enterprises, namely setting up and amplifying the corporate governance structure of the state-owned enterprises by administrating from the outside and the inside separately to offer the system guarantee for taking precautions against the decision risk in the state-ownedenterprises.In the third part, the paper explains the relevant concepts and theories of the inside control system, and introduces the relationship between perfecting the inside control system and enterprise's risk precaution, proposes the improvement measures to the current situation of the inside control system of the state-owned enterprise, namely perfecting the inside control system by strengthening the unity plan and guide of the inside controls construction of the state-owned enterprises, optimizing the control environment inside the state-owned enterprises, strengthening enterprise's cultural construction and improving staffs quality, perfecting managerial salary incentive mechanism of state-owned enterprises, and improving the management system of the accounting supervision to establish the system foundation for taking precautions against various kinds of risks and deviations in the state-owned enterprises.In the fourth part, the paper explains the relevant concepts and theories of the early warning system of financial affairs, and introduces the relationship between constructing the early warning system of financial affairs and enterprise's risk precaution, then proposes the thinkings of construction of the early warning system of the financial affairs in the state-owned enterprises. Two big problems will be mainly considered in construction of the early warning system of the financial affairs of state-owned enterprise, that is, how to choose proper methods and models of risk precaution, and how to arrange relevant institutional framework. Drawing lessons from the main achievements of risk precaution both at home and abroad at present, the paper forms the method system of finance precaution of state-owned enterprises, and proposes four kinds of modes to arrange the concrete relevant posts which are responsible for the early warning system work of the financial affairs, and to coordinate the relation with other departments inside enterprises.
