Research On The Source Governance Of Petition Contradictions In County A, Guizhou Province Based On Collaborative Governance Theor

Petition system refers to a system in which individuals or groups of citizens contact with the institutions or personnel responsible for petition work of national political parties,governments,associations,people’s congresses,judiciary,CPPCC,communities,enterprises and institutions in the form of letters,e-mail,visits,telephone,fax and other participation,so as to reflect the situation,express their opinions and call for solutions.The relevant institutions or personnel dealing with petition work adopt a certain way.Based on the collaborative governance theory,taking the grass-roots petition system and related issues as the starting point,and taking a county of Guizhou Province as a case,this paper attempts to study the work management mode and system suitable for the source governance of petition contradictions of county-level governments in China,so as to provide theoretical guidance for the innovation and reform of the source governance of petition contradictions in China.This paper mainly studies the following contents: theoretically,it expounds the collaborative governance theory and social safety valve theory involved;From the perspective of case study,this paper mainly studies the current situation and problems of the source treatment of petition contradictions in county a of Guizhou Province,deeply analyzes the main causes of the problems,and provides some suggestions and measures to enhance the focus on the subject of collaborative governance from the macro,meso and micro levels with the help of the collaborative governance framework.The governance of the source of the contradiction between letters and visits is a new demand after the main social contradictions have changed since China entered the new era.Taking county a of Guizhou Province as an example,the new contradiction of petition is reflected in the more diversified demands of the masses and the more complex reasons for petition.In particular,people have higher attitudes and requirements for petition services,which will lead to more petition conflicts.By further strengthening the application of collaborative governance theory in grass-roots governance,it plays a very important role in resolving the contradictions of letters and visits from the source and improving the effectiveness of the source management of letters and visits.In addition,the source management of letters and visits is a systematic and comprehensive subject,which involves the diverse and complex interest relations among the responsibilities of grass-roots government,society and the masses,and needs in-depth research in many aspects.
