Research On The Construction Of Village Cadres Under The Background Of Rural Revitalization

Rural grassroots cadres are the concrete implementors of various rural policies of the Party and the government,and the backbone force that unites and leads peasants to achieve rural revitalization.The overall quality of these teams is directly related to the reform,development and stability of rural areas,the consolidation of the party’s ruling position in rural areas,and also directly affects the effect of rural revitalization.Therefore,focusing on the important historical task of promoting rural revitalization,it is of great practical significance to study the problems existing in the construction of rural grassroots cadres and put forward relevant countermeasures.General Secretary Xi Jinping stressed that "if China is to be strong,agriculture must be strong;For China to be beautiful,the countryside must be beautiful.For China to be rich,its farmers must be rich.Since the reform and opening up,China’s rural areas have made rapid progress in development,but for a long time restricted by the urban-rural dual system structure,rural development and urban development is still a big gap.The report to the 19 th National Congress of the Communist Party of China(CPC)put forward the rural revitalization strategy,stressing that rural industries should flourish,the environment should be livable,local customs should be civilized,governance should be effective,and people’s lives should be prosperous.Rural community-level officials speak for village conditions and public opinion,are practitioners of village development,and leaders who help villagers get rich.They shoulder the important responsibility of implementing the Party’s line,principles,and policies throughout rural work,and are the backbone of rural revitalization.Therefore,whether the rural revitalization strategy can be implemented to the letter is the key to the village cadres,whether the village cadres can give full play to the key.To implement the rural vitalization strategy,we must do a good job in improving the ranks of rural grassroots cadres.This paper defines the concepts and related theories of rural revitalization strategy,village cadre and village cadre team,makes clear the important position of village cadre in the implementation of rural revitalization strategy,and discusses the importance and urgency of strengthening the construction of village cadre team under the rural revitalization strategy.On the basis of the theory of incentive theory,in zhejiang province liandu village cadres of the "two committees" as the research object,through literature,field investigation,inductive and deductive methods,such as combing revitalization strategy in the country to implement the village cadres should have the ability to team and build a team,business team,culture team including thought,body,four dimensions,Team model of thirteen secondary elements.Through collecting data,this thesis introduces the practice and current situation of village cadre team management in Liandu District,Lishui city.At the same time,combined with the actual work,through issuing questionnaires to the village cadres and holding discussions with the villagers,we found that the village cadres have poor service consciousness,backward governance concept,insufficient ability to drive development,and cultural level to be improved.The main reasons for the above problems are the imperfect selection mechanism of village cadres,immature education and training,insufficient assessment and incentive,and lack of supervision.Based on the above research,this paper puts forward targeted measures to improve the ranks of village cadres under the rural revitalization strategy,including improving the selection and appointment of village cadres,strengthening the education and training of village cadres,improving the assessment and incentive mechanism,strengthening the management and democratic supervision of village cadres,etc.
