The Research On The Path Of Leadership Improvement Of Village Cadres Under The Background Of Rural Revitalization

Rural Revitalization Strategy,an important measure put forward by the State in the New period,is the fundamental measure to solve the problem of"agriculture,countryside and farmers",and the "new engine" to realize the integration development of urban and rural areas and to help build a modern economic system.The village cadre is the key to the implementation of the strategy among the participating subjects.Although village cadres are the minutiae of the political nerve of our country,they are also the objects that the Party and the government cannot ignore.Compared with township cadres,village cadres are more familiar with the situation of the village,the country rural policies,needs village cadres to publicize and implement specifically.As the leader of village,they are also responsible for the development of village economy,the coordination of village affairs,the construction of ecological culture and so on.In short,the development of various undertakings in rural areas is closely related to the problems of village cadres and their leadership capacity.In fact,village cadres in our country include villagers committee members and village party branch members.With the current revision of the Organic Law of the villagers Committee and the regulations on the work of Rural Grass-roots organizations,the status and role of village cadres have become more prominent,and their leadership capacity is related to the reform,development and stability of the countryside,related to the promotion of rural revitalization strategy.Leadership is the ability of a leader to attract and influence the led or stakeholders in a specific situation and continuously achieve the organization's goals.And the leadership of village cadres refers to the two committees with party branch secretaries and village directors as the leading core,which attract and influence the villagers to participate in the rural revitalization under the new requirements and objective environment of implementing the strategy of rural revitalization at present,the ability to achieve the goal of the prosperity of the rural industry,the rich life of the villagers,the ecological livability of the rural areas and the development of the rural culture,and the ability of the villagers to follow and to aggregate the power and resources of the various aspects of the village.The author takes the villa:ge of Jinling Town in Nanning City as the object of field investigation,through questionnaire,interview and data analysis,finds that under the background of implementing the strategy of rural revitalization,The village two committees cadre leadership situation is inot optimistic,failed to meet the needs of the new situation,leading its own organization construction deficiencies,leading consciousness and way behind,does not pay attention to leading the village collective economic development,and without the leadership as a whole the development of rural culture and environ:ment,problems such as lack of innovation consciousness,unable to effective leadership and the villagers to revive and a better life in the countryside.Through in-depth exploration,it is found that the main reasons for the weakening of the leadership of the cadres of the two village committees are:the concept of leading the rural work cannot advance with the times;Some village cadres have low quality,lack of learning consciousness,weak village collective economy,restriction of the system design of "two committees",and the imperfect incentive and guarantee mechanism of village cadres.Therefore,we must pay attention to the important role of village cadres in the implementation of the strategy of village revitalization,and pay attention to the construction of village cadres leadership.Strengthen the self-construction of village party branch,solid leadership core position,building service-oriented and learning-type village two committees,through the service awareness and high-capacity quality to achieve strong leadership,improve the incentive and guarantee system of village cadres,stimulate their internal power of work,strengthen the ability of village cadres to lead the development of village collective economy,provide relevant material guarantee,improve the ability of village cadres to lead rural civilization and ecological environment construction as a whole,and improve the ability of promote the "three governance in one" force of village cadres and lead the orderly development of rural areas,etc.Improve the leadership capacity of the two committees and help the village revitalization.
