| In 1986,the Lord resistance army launched a rebellion against the Ugandan government.Until 2017,the rebellion was basically put down.The conflict in Acholi region is one of the longest lasting conflicts in contemporary Africa.In the process of social reconstruction after the conflict in northern Uganda,as the main intermediary between international aid agencies,the Ugandan government and the Acholi community,the chief has become a vital actor in the process of reconstruction in northern Uganda.Based on the support of international organizations,the Acholi chief regained resources and power,revived the authority of the chief and played an important role in the Acholi society.With the weakening of the assistance of international organizations,many aid agencies also left,and Acholi had fewer and fewer opportunities to obtain external aid funds,which had a serious impact on the authority of the local chief,and new changes had taken place in the authority of the chief.Based on the historical process of the emergence of the authority of the Acholi chiefs in northern Uganda,this paper will focus on the reconstruction of the current "post conflict" era,analyze the impact of the change of external aid funds on the status,role and authority of the chiefs in today’s society,and explore how the traditional Acholi chiefs respond to the current reorganization,And how to survive and develop in the changing political environment.The changes in the authority of the Acholi chiefs in Uganda reflect the changes in the status and role of the chiefs’ authority in the contemporary African political process.The current survival problems faced by the Acholi chiefs’ authority and its countermeasures are an epitome of the revival of the traditional authority in the African continent.This paper mainly includes three parts.The first part reviews and combs the historical process of the emergence and development of the Acholi chieftain authority before the northern conflict in Uganda in 1986.According to the historical context,it analyzes the formation of the Acholi chieftain authority in the pre colonial period,the impact of colonial rule on the chieftain authority in the colonial period,and the decline and reasons of the Acholi chieftain authority after Uganda’s independence.The second part explores how external assistance can contribute to the revival of The authority of Sheikh Acholi in the post-conflict reconstruction process,and analyzes the efforts and measures taken by the Sheikh to shape his own image and gain international recognition,thereby promoting his own recovery and development.The third part focuses on the new changes of chief Acholi’s authority under the situation of the reduction of international assistance in recent years,focusing on what changes have taken place in the form of chief authority under this situation,and how the chief maintains and seeks his own authority through strategic adjustment. |
