In the field of international relations, external assistance is both a political and economic phenomena with a long history and a new appearance having been developing since the end of the World War II. After the World War II, external assistance conducted by developed countries is moving towards standardization and systematization. Having close relations with the phenomena of external assistance, nowadays most countries are giving assistance or accepting assistance or combine the two aspects. Research on external assistance is helpful to the comprehension of international relations; studying the external assistance of typical countries is of great significance to China's external assistance.Taking external assistance as an object of study, the paper explains the fundamental concepts and basic theory of external assistance, introduce Japan and America's policies of external assistance respectively, and compare the two countries' policies with each other. At last, by concluding the comparison, the paper explains the experience and lessons of China's external assistance and the enlightenments from Japan and America's policies of external assistance.Structure:Introduction explains the background of selecting the title and the current situation from the internal and the external.The first part defines the fundamental concepts of external assistance and introduces the relevant theory on the basis of former concepts.The second part analyses Japan and America's policies of external assistance from respects of their external assistance's history, methods and angle.The third part compares the two countries' policies from respects of concepts, relationships between policy-making body and executive organ, and the region of execution.The last part concludes the comparison of Japan and America's policies of external assistance and raises some proposal on the basis of experience and lessons from the two countries.
