The transformation of the functions of urban community committees in China has been going on for more than 20 years.The state vigorously advocates community construction and community self-governance,and the neighborhood committees have been transformed into self-governing organizations.However,in the transition process of more than 20 years,the community neighborhood committee has not been separated from the grassroots government,but fell into two aspects of the work pressure.While doing a good job in serving the residents,the neighborhood committees also have to deal with the numerous miscellaneous tasks assigned by the grass-roots government.In order to cope with the endless work tasks,the neighborhood committee adopted the way of "selective coping" to balance the contradiction between the tense human and material resources and work pressure.This thesis is to apply Guangzhou X community residents’ committees(hereinafter referred to as "residents’ committees")as the research object,through the garbage classification in Guangzhou(hereinafter referred to as "garbage classification")and Guangzhou COVID-19 epidemic prevention and control(hereinafter referred to as "epidemic prevention and control")comparative analysis of two cases,discover the problem of "selective coping with" in community governance of the residents’ committees.From the perspective of selective coping,this thesis analyzes the problems existing in the participation of neighborhood committees in community governance from two dimensions of internal resources and external environment.This thesis believes that the reasons for the above problems include: First,the neighborhood committee chooses the strategy of "selective coping" because of the shortage of resources in the organization as "the weapon of the weaker";Second,subdistrict office and neighborhood committee collusion,fragmented governance make it possible for neighborhood committees to achieve “selectively cope with”it;Thirdly,the rational choice of community residents makes them lack of participation and supervision in community governance.In view of the above problems,combined with the actual situation of neighborhood committee community management,This thesis proposes that reform should be carried out in the following aspects: First,reshape the relationship between the subdistrict office and neighborhood committee;Second,the problem of "fragmentation" of urban community governance can be solved by combining governance power with collaborative governance;Thirdly,building the consistent interest of neighborhood committees and community of residents;Fourth,extend the internal resources of community neighborhood committees,so that urban community neighborhood committees can bear their social responsibilities more effectively and enhance community governance ability. |
