The Study Of The Improvement Of Chinese Urban Community Neighborhood Committee Direct Electoral System

With the development of market economy, benefits of the society shows a pluralistic trend, which to make the people pay more attention to their right to vote, moer and more urban residents would like to participate in the self-government elections. The direct election system, is an important way of self-government, also a positive and useful explorement.of socialist constitutional path . This article reviews the reform history of urban committee ,and with the development of direct elections, points out the positive effect of the direct elections in urban communities to grass-roots democracy in China .The article also analysises the problems and disadvantages explosing by urban community neighborhood committee direct election.With foreign electoral legislation and practices, the article puts up the improvement program of the direct electoral system of urban community neighborhood committee. This article includs introduction, body of five chapters, as well as the conclusions .The summary of the contents are as follows:Chapter I is about the reform and development process of urban community council election. It contains an overview of the emergence, development and reform of the urban community council. Then points out the community neighborhood committee direct electoral reform comes from the reform of urban community council .It puts forward the conception and significance of community neighborhood committee direct election,and introduces its development process from three stages.Chapter II is about the contributions and problems in ten years' direct election practices. It focuses on that direct elections of the community neighborhood committee play a positive role in community residents and community self-government orgnizations ,such as improving residents' respect of procedures, enhancing residents' sense of democracy and political anticipation abilities, optimizing the structure of members of the community's neighborhood committee,enhancing its autonomy, uniforming standardization of election rules, and so on. It also analysises the conceptual,the institutional and the electorl procedures problems,such as the unclear concept of direct elections, the low enthusiasm of voters ,more administrative intervention, the problems in the voter registration system, the problems in nomination, electoral campaigning and voting ect.Chapter III is about the suggestions. Aiming in the limitations of the community neighborhood committee direct elections in nowadays, combined with our practices and foreign experiences, the author proposes four suggestions in legislation, organization and institution, electoral procedures and judcial system in order to protect the full realization of urban community neighborhood committee direct election. It also a beneficial exploration of the grassroots democratic self-government in China..At the last part of the article, the author reiterates the the necessity and importance of the improving of urban community neighborhood committees direct electoral system. The author also calls for the academics and legislators pay more attention to this system and improve it as soon as possible thereby strengthens the socailist democracy system.
