Study On The Roles Of Neighborhood Committee In Urban Community Deliberation

In recent years,with the practice and promotion of grassroots deliberative democracy,more and more attention has been paid to urban community deliberative democracy.The neighborhood committee also plays an important role in guiding and promoting the development of community deliberation.However,due to the particularity of the current urban grassroots governance system in China,the behavior of the neighborhood committee is influenced by multiple factors which further complicates the role and influence of neighborhood committees in community deliberation.In order to describe the role and influence of neighborhood committees in community deliberation in detail,it can be analyzed through the framework of multiple behavioral logic.From the perspectives of new institutionalism and organizational behavior,the behavior logic of the neighborhood committee can be divided into three levels.That is,the logic of power from higher-level party and government organs,the logic of problems from the community itself,and the logic of subjective will based on the director of the community committee.Based on different behavioral logic,the neighborhood committee will adopt different behavioral choices.The neighborhood committee is easy to produce a coping mode of selective response from the logic of power;the neighborhood committee usually adopts active response and timely guidance behavior based on the logic of community problems;the behavior of the neighborhood committee that follows the logic of the subjective will usually shows changeable and pragmatic.Starting from different behavioral logics,the role performance of neighborhood committees in community deliberation is quite different.The neighborhood committee guided by the logic of power acts as "the speaker of the party and government organs"in the process of community deliberation.In order to meet the requirements of higher-level government departments during the deliberation process,their behavior also has a strong "performance" feature.The neighborhood committee under the guidance of the problem logic plays the role of "the auditor of deliberation issues","the leader of deliberation process" and "supervisor of deliberation resolution implementation'',which participated in the community deliberation operation system in an all-round and deep level.In the case of community deliberation based on the subjective will logic of the director of the neighborhood committee,the neighborhood committee acts as "the initiator of the deliberation issue","the coordinator of social resources",and "the direct beneficiary of the deliberation result".It shows that the neighborhood committee is actively using community deliberation for community governance.It can be seen that the impact of neighborhood committees on community deliberation cannot be simply be summarized as "positive" or "negative".Due to different behavioral logics,neighborhood committees have different roles and effects,which need to be treated dialectically.In general,the neighborhood committee is of great help to the current development of community deliberation in China,but there are also cases where the unreasonable behavior of the neighborhood committee hinders the normal development of community deliberation.The integrity of the deliberation process,the mobilization of the initiative of the deliberation subjects,the skills and ideas of the neighborhood committee to participating in the deliberation are all aspects that need to be paid attention to.In view of this,on the research of Chinese urban community deliberation,it is necessary to recognize and face up to the existence of the neighborhood committee in the current community deliberative system in China,and recognize the inevitability and necessity of the neighborhood committee's existence for the community deliberative system.For the development of deliberative democracy in Chinese urban communities,the neighborhood committees need to correctly view community deliberation on the basis of rationalizing different behavioral logics,using the skills to guide the community deliberative.Finally,through the increase and decrease of the role of the neighborhood committee,promoting the independent and rapid development of Chinese community deliberation.
